A dangerous criminal threw a mirror and a bedside cabinet from a ninth storey window while wielding two large knives in a three-hour stand-off with police.

Oliver Phipps was found sitting on the window ledge of a city centre high rise in the early hours of the morning after reports he had strangled a woman.

While police tried to negotiate him down from the ledge, Phipps began to throw items of furniture out of the window.

He was eventually arrested, charged and has now been jailed.

Sussex Police say they were called to Brighton’s High Street shortly after midnight on August 24, 2023 after reports that a woman was being assaulted and threatened.

Negotiators then engaged in a tense stand off with Phipps, 39, for nearly three hours while he wielded “two large knives”.

Sussex Police Detective Chief Inspector Stewart Cameron said: “Oliver Phipps is a dangerous offender, whose reckless behaviour endangered the lives of his victim, the officers at the scene and himself.

“It is testament to the work of the specialist negotiators on the morning of August 24 last year that this incident did not have a tragic outcome.

“I would also like to commend the victim for supporting this investigation throughout, and the quick-thinking member of the public who reported the assault.

Following the three hour stand-off Phipps, of no fixed address, was arrested in the early hours of the morning. He was later charged with two counts of causing actual bodily harm, affray, criminal damage and intentional strangulations.

Phipps pleaded guilty to affray, criminal damage and one count of actual bodily harm. He was found guilty of intentional strangulation at trial and not guilty of the other count of actual bodily harm.

He was sentenced to three and a half years in jail at Lewes Crown Court on Friday, April 12.
