If it causes smoke nuisance it is "illegal" to have a bonfire - Environmental Protection Act 1990. And it is for the council Environmental Health to investigate complaints of smoke nuisance. And it is illegal to leave a bonfire unattended or leave it to smoulder. And I can't imagine this out of control bonfire was being attended at 2.20 AM. And if it wasn't, what will the council post the incident be doing about? Absolutely nothing I suspect.
