A UKIP council candidate who was banned from a meeting for being “disruptive” says he was kicked out because of his political beliefs.
Patrick Lowe was escorted out of the Moulsecoomb Local Action Team (LAT) meeting by two PCSOs on the instruction of chairwoman, Labour Councillor Anne Meadows.
He is standing to be a councillor for Moulsecoomb and Bevendean in the Brighton and Hove City Council elections in May.
Mr Lowe, who lives in Coldean, said he was “shaking” after the incident, which he branded “unfair.”
He said: “I wanted to hear what was being discussed. When I arrived I was turned away and told the meeting was for residents only but the chairman doesn’t even live in the area.
“I don’t live very far away.
“I’ve attended other LAT meetings in the city and this has not been a problem.
“It was because we are political rivals and that is wrong.
“I am very concerned police acted on instructions from the chairman.
“Other members of the meeting were not allowed a say.”
A police spokesman said: “Two PCSOs were attending a community local action team meeting in Moulsecoomb on Wednesday, February 11.
"The chairman had asked a member of the public to leave as his presence was disrupting the meeting and the person refused.
“The PCSOs then asked him to leave and he did so peacefully. There was no cause for any other police intervention.
“We have received no complaint about police conduct.”
Coun Meadows, who represents the area but lives in Patcham, declined to comment to The Argus but offered a statement from meeting secretary Lynn Burtenshaw on behalf of the committee.
It claimed Mr Lowe was using the group to “score” political points and said: “Mrs Meadows was acting as requested by the resident committee.”
The statement also said the group's constitution makes it “very clear” residents and service providers in Moulsecoomb are welcome to take part and added: “Mr Lowe lives in Coldean and has no business premises within the allotted area and therefore does not meet the criteria set out.”
The group meets every second Wednesday of the month at the Moulsecoomb Leisure Centre, in Moulsecoomb Way, Brighton.
On the Moulsecoomb Local Action Team website it states: “Everyone is welcome to come along. Free coffee and a warm welcome await you.”

Is he another political hijacker who does not live here but parachutes himself into an area and desperately tries to find out what's going on so he can lobby local residents.
Get stuffed Lowe. We've needed help for years as the Labour group has done nothing while the Greens have ruined our community to help the rich and you turn up now.
Move on.

Could Ms Meadows please provide a copy of the constitution? Most Lat's publish one on line but I can find not a one from Mouslecomb. What I did find was a lovely website that welcomed new members. Maybe Ms Meadows should read their constitition? #votegzunder in Brunswick and Adelaide.

Too few wannabe politicians take an interest in communities they wish to serve. More of them should attend everything going!
Pat Lowe is a mild-mannered man as well as being Chair of all School Governors in the city, and on a national school governors body representing the area - never mind also being a UKIP candidate. He should have been invited to sit as a non-participant observer if the Chair wanted to isolate him from potential influencing.
Ann Meadows acted territorially and politically and not in the best interests of her constituents in this instance IMHO. And the PCSO's had no business intervening and it begs the question of whether or not they are politically biased.

Surprised a Labour politician behaved like this. Sounds like Green behaviours have sadly rubbed off on her.

Using Meadows arguments that Mr Lowe has no right to be there then nor does she. Pot kettle black from a very questionable Labour councillor.

I have attended meetings of the Hanover and Elm Grove Action Team.
The current chairman is a Labour candidate and there are usually candidates from other parties at the meetings and also councillors from both parties (Tories and Kippers don't turn up).
All of these people are very careful not to be at all political at these meetings and when the possible issue has been discussed they have all confirmed that they do not want to make these meetings at all political in any way. They all do seem to manage this very well.
I think they all know that if they were to politicise the meetings they would be asked to leave. And having seen them, I think they would go as they seem to be reasonable people.
Maybe this UKIP candidate wasn't being quite so reasonable?

My grandparents who fought in both World Wars and luckily survived would be disgusted of what this country has become and how the Police have become political. It has truly sunk to a low.

Patrick Lowe would make an excellent councillor. Of the Tories 2011 candidates he was one of the most hard working and dedicated. After ex-cop Graham Cox became chairman of the Hove Tories in 2012, Lowe was one of the few to stand up against the campaign of fear and intimidation which ensued to cow the new candidates into obedience. He is personally brave as well as mild mannered. The PCSOs need calling to account.

yes, they are the 3rd party at the moment, but i don't think that warrants any excitement about a victory in May, because they are still far far behind the top two!!!

So despite having a whole 7 years on UKIP the Green Party still only half their MPs and is about to lose their only council. I suggest if UKIP are in the backwards towns then the Greens are about to find themselves in the desert.

It's not "The Vicar of Dibley Parrish Council" we're talking about. It's a City Council with £millions annual expenditure. Party Politics are essential for the voters to know what they are going to get.

Utter utter rubbish. I vote for my councillors because I know them - I've made the effort to do so. They are generally locals. That is why in May my three votes will be going to candidates DESPITE their party allegiance - and that means I'll be voting for two Tories and one Labour. In the real world it would be better if only independents could stand for local election.

Pat Lowe is a good guy i know well but has clear problems in social situations and needs to get them addressed bless him...he was in the tories but many thought he had Aspergers Syndrome or was on the Autism Spectrum somewhere and therefore unsuitable as a Cllr...i think what has happened here is a clear situation of Patrick not understanding the criteria of the LAT and because of his problems then seeing a Conspiracy as opposed to just leaving like most would...Patrick is a good egg and deserves better then Gutter politics where he is clearly way out of his depth.

For all those interested, I was at that meeting, Anne Meadows DID NOT ask the police to remove this man they acted when HE became abusive and rude.
The chair Anne Meadows did not act on her own behalf but in accordance with what the residents at the meeting had asked for. The argus have falsely reported this incident and like Mr Lowe painted the RESIDENTS in a bad light.
So anyone who wants to comment make sure you have the facts not a one sided report from the paper!

If this expulsion episode had been reported as happening in Moscow, people would be expressing anger at the lack of "Freedom of Speech" and overbearing Police intervention within the former Soviet Union.
But this is happening here and now, in Brighton!!!
What is this country becoming! Are the elected councillors becoming elected Dictators? They obviously have the power to have anyone expressing independent views, goose-stepped out of public meetings by the Police Force. How long will it be before we are required to give fervent energetic salutes to the council leaders???

So he gets the publicity, and paints the people he claims to wants to represent in a negative and bad light, and everyone jumps to support him. Dirty tricks politics! One nasty election coming up!

It's so common these days. When you're loosing the argument, and have nothing intelligent to offer the conversation, then pull out the racist card, and level abuse at your opponents.
That's really low level... Now you're showing your real face.

Well, UKIP has far better morals than the other main parties.
Take Labour, and the 1,400 children in Rotherham, or the Conservatives protecting the identities of high profile historical child abusers. These are facts, not speculative mud slinging.

anyone from out of town looking at this comments section would think that Brighton is pro UKIP, when actually all the odds are showing that UKIP are the least likely to get anywhere in Brighton.
That's really low level... Now you're showing your real face.
sorry i pointed out UKIP's devastating unpopularity in Brighton. won't happen again.
Given your pro-Green stance on other threads I'm hardly surprised by your somewhat blinkered and inaccurate posts.
How many of the LAT residents are Labour supporters?
It can be irritating if you want to focus on local issues to have someone waltzing into a meeting. The presence of a Ukip supporter is going to cause create division by virtue of the values they support., more market neo liberalism for a start!
That said Labour had to watch its centralising tendencies, which can all too easily undermine its credibility.

yes, they are the 3rd party at the moment, but i don't think that warrants any excitement about a victory in May, because they are still far far behind the top two!!!
UKIP will always make waves in small backwards towns. but not anywhere else. dream on, my friend.
The ukip MPs are lifelong Tories who defected though aren't they?

Not at all. UKIP MP's were supporters of most of the main stream parties. This 'does' include the Tories, but not exclusively.

Strange thumbs down here, I think. I only questioned the stance of the candidate in the last line of what i believe is a very reasonable post.
Oh well.........

I understood the LATs were run with public money, via the police. As an organisation using public money, they are accountable to involving the whole of the public from anywhere, who wish to attend meetings.
The LATs were set up as a police forum in each area, and this was their main purpose, solely a police forum, to connect with the public, not to become political or to be dealing with tenants' issues - a police and resident forum, dealing with police issues in the local area.
As a Moulsecoomb resident, I await with interest as to what is happening in my area.

Get stuffed Lowe. We've needed help for years as the Labour group has done nothing while the Greens have ruined our community to help the rich and you turn up now.
Move on.
I don't live in that area so am fairly ignorant of the pros and cons of the situation but considering that he lives across the road from Moulsecoomb, in Coldean he can hardly be accused of 'parachuting himself in', although my first thought was that he's just getting a bit of free publicity before May.

I think that UKIP have one MP, a Kent Tory MP who defected to UKIP and, quite rightly, called a by election and was re elected.

MLAT is not run with public money, it is run with money made from their magazine. All self made!
If you want to know what's happening come to a meeting. As you are a Moulsecoomb resident you meet the criteria set out in the constitution, and would be welcomed. Yes we do have a constitution and it does not say this is an open meeting, therefore it is not open to all the public.

Well I've never seen his face in my community, read any letters in the argus or seen him campaigning about any issues in the ward he hopes to represent which is where I live and we've been crying out for someone to represent us since the useless Labour group became so passive we thought they had all died.
Leigh Farrow who has fled to UKIP from Labour is hopeless so don't bother voting for him whoever he fancies standing for. The other two Labour women have been invisible for years. We've had more representation from Tory Lynda Hyde who doesn't even represent this area.

Glad you wrote this. The one for the area around Hove Station was set up as you detail. Councillors seem to think they are the ones these days who should automatically be Chairing them. But the one I refer to morphed and I have had it DENIED to me that the police were instrumental in their genesis or responsible now.
Some LAT's are very inclusive - such as the one Chaired by Cllr Summers whose Hollingdean LAT Mr. Lowe has visited, and the Central Ward LAT, Chaird by Cllr Wealls has seen a resident attending on the grounds he knows the area well, drinks regularly in a seafront pub there and has area concerns. He has not been invited to leave those meetings as far as I know, in spite of living in another area (and being a UKIP candidate).

How dare you turn an LAT into an exclusive private club! Wondering if your LAT is the only one with a Constitution, actually. Sounds like there is a definitional problem with the MLAT - that it is in fact a residents association and not an LAT. How is it not an RA by another name?

Originally, the Police Officer in charge of this part of Brighton, Commander Kerry Cox, approached Mouslecoomb Community Forum to set up the LAT underneath the umbrella of Moulsecoomb Community Forum, (which had run for around 30 years at that point locally), where residents could meet the police and the police could become more involved with the local community. Moulsecoomb Community Forum declined the offer of setting up a LAT, due to lack of enough human resources to facilitate this, as well as their own work.
The LAT was subsequently set up with Councillor Meadows chairing, as a seperate organisation within the area. The purpose of the original LAT was solely to be involved with police issues and communicating with the public.

Good. UKIP twa*s should be kicked out of all meetings because of their beliefs. UKIP is basically the same as how Hitler started. I would hang all of them, but them I am rather liberal in these matters.

"Patrick Lowe was escorted out of the Moulsecoomb Local Action Team (LAT) meeting by two PCSOs on the instruction of chairwoman, Labour Councillor Anne Meadows."
PCSO's are not POLICE, they have NO AUTHORITY, unless they are with a Policewo/man, a proper policeman would have known that he couldn't remove Lowe, because it was a PUBLIC building and a PUBLIC meeting! They can't discriminate and a Policeman would know this!

It's encouraging to see non-kippers on here, despite the copious thumbs down they can expect for voicing reasonable opinions.
I've lived in several parts of the UK and am actually disheartened by the right wing thinking that prevails along this part of the coast. Apart from Brighton it seams to be a haven for the 'I'm not racist but....' crowd (you can replace 'racist' with homophobic, sexist, xenophobic etc.).
The south coast was the last line of defence against Hitler's fascism, oh how short memories are.
UKIP plays on your fears and prejudice, is run by a rich toff who went to private school and was a banker and stockbroker, just like his dad. He is not and will never be one of us, don't be fooled. He's against the European legislation that will finally rein in the banks and make them accountable for OUR money. Legislation that none of the main prties have the courage to propose as the banks already own them. He's for a flat tax rate so the rich will pay far less and the poor far more. He's only done a u-turn on NHS privatisation in the last few months. Not because it would deny us all the gift we were given in perpetuity as compensation for WW2; but because he would lose votes. How can you trust a man's word if he'll change what he 'believes' in the pursuit of power?
Back to this story. How did the Argus hear about this 'incident'? Because some middle aged, middle class, well off white man didn't get his way like he's used to getting and is having a tantrum via a very sympathetic media outlet.
Thumbs down commence - but know this - every thumbs down shows how we wasted our time fighting Hitler - his views have still triumphed.

Brighton is known for it's left leaning, liberal and peaceful atmosphere. most people in Brighton are quite happy to just get on with it, so you won't find many of them here. the comments section in this paper is basically a platform for the disgruntled minority (specifically UKIP voters) to vent their anger and give each other group hugs via thumbing up each others comments. it's all they have.
the odds are showing UKIP are the least popular in Brighton. they've got an long struggle ahead of them and they know it.

Hitler, really?
If Winston Churchill is turning in his grave it'll be because of the way this country has become so subservient to Europe that we are allowing ourselves to be dragged down by the burden of millions of people we can't afford. I don't care who they are, there are too many of them. What on earth is wrong with control of our own borders and controlled immigration so that we can keep out murderers and rapists? If you have an answer to that perhaps you'd like to tell the parents of Alice Gross?
If you want to talk about HItler then maybe you might consider that it was Labour who started, and the Conservatives (helped by Claggy of course) who continued to close the Remploy factories which were a lifeline for many disabled people, consigning them to a life on the scrapheap. They are also the ones who have driven disabled people to take their own lives after removing their benefits. Hitler would certainly have enjoyed that.

I find it very amusing that the people above arguing against UKIP can only resort to using the old false accusations of [bold] racists, homophobics, sexists, xenophobics etc [/bold] . Even the introduction of [bold] Hitler [/bold] doesn't help their arguments in any way whatsoever.
It's a shame that these people have nothing sensible to offer this forum.

Rozanne Duncan, 68, has a problem with "negroes" because there's "something about their faces"
Ukip councillor David Silvester: "…since the passage of the Marriage (Same Sex Couples) Act, the nation has been beset by serious storms and floods. One recent one caused the worst flooding for 60 years. The Christmas floods were the worst for 127 years. Is this just global warming or is there something more serious at work?"
Jan Zolyniak claimed: "The evidence is quite clear that the percentage of homosexuals who molest children is very high and cannot be dismissed."
Douglas Denny, of the Bognor Regis branch in West Sussex, "leftie, neo-commie followers… I just wish they would keep their homosexual nature and practices to themselves and stop trying to ram it down my throat telling me they are ‘normal’ when they are not."
Godfrey Bloom. The Yorkshire and Humber MEP had the whip removed in September 2013, after a recording emerged of him joking that a group of Ukip women who did not clean behind their fridges were "****".
Bloom also came under fire after referring to countries that received government aid as "Bongo Bongo Land". He claimed that UK aid was being spent on fighter planes in Pakistan, as well as luxury sunglasses. He said: "How we can possibly be giving £1bn a month, when we're in this sort of debt, to Bongo Bongo Land is completely beyond me."
Bloom again : "no employer with a brain in the right place would employ a young, single, free woman."
Stuart Agnew, Ukip MEP for the East of England, suggested that women lacked the ambition to succeed because children got in the way.
Speaking on BBC Radio 4's The World At One in August, Stuart Wheeler, party treasurer, said women were "nowhere near as good as men" at chess, bridge and poker
Nigel Farage, the Ukip leader said women with children were "worth less" than men in the financial sector. He claimed women with children were responsible for their own reduction in pay if they have children – because they take maternity leave and become less valuable to their businesses.
Kerry Smith, who has high hopes to win the seat of Basildon South in Essex, mocked gay people as “disgusting p*****rs”, referred to a woman with a Chinese name as a “c****y bird” and joked about the residents of Chigwell shooting “peasants” in a “hunt”.
Geoffrey Clark "Compulsory abortion when the foetus is detected as having Down’s, spina bifida or similar syndrome which, if it is born, could render the child a burden on the state as well as on the family."

Our 'accusations' are based on many 'facts' that are a matter of record. Including a large number of ex-NF (affiliated with 'Combat 18' which commemorated Hitler's birthday); members that are now UKIP via the BNP

Rozanne Duncan, Immediately expelled.
David Silvester made those comments during his time as a Conservative Counsellor. Conservatives did nothing about it. When it came to the attention of UKIP, he was expelled.
Jan Zolyniak was only a member, and not in any position of authority within UKIP – Are there any UK political parties without stupid members?
Douglas Denny – Expelled
Godfrey Bloom – Quit before being expelled
Stuart Agnew – I believe he was reprimanded, but can’t find a reference.
Kerry Smith – Expelled
Nigel Farage – Often misquoted or comments selectively taken out of context on a regular basis.
Labour Party – Still covering up 1,400 Rotherham children in child abuse cases.
Took UK into illegal wars – responsible for many British & foreign deaths.
Conservatives – Wanted to bomb Syria recently. Attacked Libya. Support Billionaires not paying tax.
[bold] Green Party [/bold] - Greens leader Natalie Bennett’s stated on the BBC’s Politics Show that it shouldn’t be a crime to belong to terrorist groups such as Al Qaeda or Islamic State.
Ben Duncan, when a Green Party councillor in Brighton, stated “Armed Forces Day has certainly brought the hired killers on to the streets of Brighton today.”
Other Green statements include:
The Queen should be kicked out of Buckingham Palace, they say, and put up in a council house.
Drugs such as cannabis and heroin should be de-criminalised and brothels should be legalised.
The Green manifesto wants a reduction in immigration controls and an amnesty for illegal immigrants.
Public spending to increase to unprecedented levels.
Taxes to be much higher, and international aid increased by 50 per cent.
Everyone should get a guaranteed income of £71 a week whether they work or not.
The BBC should be forced to broadcast educational programmes in prime time,
Delaying school until children are six, scrapping exams and ending school inspections.
Under Green control in Brighton, bowling greens have been dug up, rubbish piles up everywhere, Mondays have been decreed meat-free for council staff, road works approved by car-hating councillors jam the town centre, recycling is enforced to the nth degree and even the annual Christmas Day sea swim was banned.

why are you talking about the greens when there are other options? shouldn't you be making more of an effort to defend your racist party?
expelled, expelled, expelled, blah blah blah. only expelled because they had to be, to have any chance of saving the party from complete annihilation. how could they not be expelled?!!
everyone else in the party is treading carefully.
why are so many of these utterly horrid people attracted to UKIP?
why are they the most unpopular in Brighton?
a party full of racists, sexists, and homophobes will NEVER get a majority, EVER, because although we are not perfect as a human race, the majority have learnt from mistakes in history, and are forward thinking people, unlike UKIP.
you're the one praising UKIP. why don't you explain why so many racists, homophobes and sexists are attracted to the party? do you honestly believe there aren't others that haven't been caught out yet?!!
good luck trying to defend the indefensible. UKIP will suffer one blunder after another, until all that's left will be the ex BNP members. faded into obscurity.

UKIP is growing and attracts many new members every day. There are bound to be a small number of undesirables that lie to become members. However, UKIP are swift to act upon anything that goes against the rules or the Party.
Which other party acts as swiftly?

Millions of people 'we' can't afford? Tripe. Maybe we could afford them if big business and the 'financial sector' wasn't pandered to resulting in £billions in unpaid taxes; aren't most of the shareholders that profit from this blind eye policy white Americans, city hedge funds and pension companies? Apparently the unpaid amount is nearly 100 times more than fraudulent benefit claims on a year by year basis. That's not including all those on high salaries that use loopholes devised by accountants to avoid paying their fair share.
Incidentally, immigrants contribute £2.5 billion more in taxes than they claim in benefits, also on a year by year basis, so how are they a drain?
If hospitals weren't being shut down left right and centre i'm sure medical provision would be just fine. If housing stocks were replaced by building more council housing rather than selling them off without replacement then everyone would have somewhere to live.
But let's blame immigration,. it's an easy, lazy, catch all target that assuages the guilt of those that should be doing more themselves.

And what do you offer?
Which other party acts as swiftly?
why does UKIP attract so many horrible racist, xenophobic, homophobic, and sexist people?

'Which party acts so quickly'..... because it gets busted so often? Or I'm sure that's what you meant to say.

If I were to use the same flawed logic that has been expressed by a few people here, if UKIP is nothing more than a bunch of ex BNP, NF supporters, that are racist, homophobic, sexists, then the Green Party must be equally full of card carrying Al Quaeda, Islamic State, terrorists. After all, the Green Party is in full support of people who wish to be members of those groups.

The facts are that he was a gatecrasher to a meeting and not invited as were the residents and other people who work in the area. He lives in Worthing not Coldean as his father lives in Coldean and he is using that address to try and stake a claim in the area. Even without that deception he has no right to attend a meeting he is not invited to.
The Moulsecoomb LAT is one of the best LAT's in the city and gives out grants out to local groups, you cant have just anyone from outside the area coming in to tell you what to do when they have no rights under the constitution.
Also he has been banned from attending the Bevendean LAT too.

the vast majority are obviously misguided! you better get out there and start campaigning, because you're doing terribly here at the moment!!!
pull your socks up, comb your hair, and get out there and try and convince people that UKIP is the way forward. *gets popcorn*

is that all you've got? you're supposed to be standing up for your party! not just going on about the greens!
you are the most unpopular party in Brighton, so you have a lot of explaining to do! i suggest you give it a rest on here, and actually make an effort to try and make people vote UKIP, because it sure as hell isn't working so far, and it's not so long till May.

Hey,
I was only taking 'your' example of negativity towards UKIP, despite the fact that your claims are false. Whereas it is 100% true that the leader of the Green Party herself who said that "it shouldn't be a crime to belong to terrorist groups such as Al Qaeda or Islamic State."
Green Party - supporters of the most horrific terrorist organisations that this world has ever seen.

i'll ask again, why does UKIP attract some many of these disgusting people?
obviously more UKIP racists will come to light, it seems to happen more often than not! just this week in fact! headline news!

continued...
Geoffrey Clark "Compulsory abortion when the foetus is detected as having Down’s, spina bifida or similar syndrome which, if it is born, could render the child a burden on the state as well as on the family."
continued...
Stuart Agnew, Ukip MEP for the East of England, suggested that women lacked the ambition to succeed because children got in the way.

and, for the hundredth time, i can understand why you feel threatened by the greens, but please tell me how you can defend all the racist, sexist, homophobic comments from all those UKIP councillors. you have a lot of explaining to do. not just "they were expelled", or "yeah theres been some loonies", actually explain to me why so many racists sexists and homophobes are attracted to UKIP. there must be a reason.

Mr Lowe does not live in Coldean but in Worthing. he uses his father's address to deceive voters and to gatecrash meetings he is not invited to. This is for residents who live in the Moulsecoomb LAT area, like me, that's what lat's are about not for others to come in and try to take over. He says he is a resident but he doesn't live in Moulsecoomb and everyone else is invited along, he wasn't!
this LAT is the best in the city and gives out grants to local groups, how many other Lat's can say that! We help the community.
He is also banned from the Bevendean Lat which the Argus never reported. He is also abusing his position as the Chair of the city wide B&H Governors forum as an excuse to declare his political allegiance at meetings. the council should remove him as Chair of this organisation right away.

We are now reduced to desperate lies and clutching at straws by people making things up! Mr Lowe's parents live together in Hampshire. Patrick which is his middle name and Charles Patrick Lowe for those checking the electoral role has lived in Coldean for a number of years and does not live in Worthing. Maybe someone should check his full name before making false accusations? He attended the previous meeting of the Moulsecoomb LAT without any problems and left his contact details so hardly a gatecrasher for the subsequent meeting. Cllr Anne Meadows could have easily therefore contacted him before this meeting if she had any concerns or she could have even allowed him to be present and instructed him to be a silent observer. Mr Lowe has not been banned from the Bevendean LAT. Having attended a previous Bevendean LAT meeting temporarily chaired by the Branch Chairman of the local Labour party as the Chair was not present, without any problems, a general email was subsequently sent out to a number of people saying that the Bevendean LAT was by invitation only. All bonafida candidates for local elections are entitled and expected to attend all LAT meetings in the ward or wards appertaining to where they plan to stand. How else would local candidates be expected to learn about the issues and problems affecting the residents in those areas.

Not only does he change his address but he changes his name too! No bonfida candidates cannot attend all local meetings without an invitation and that is usually in their constitutions. And you should know that the Chair of Bvevendean LAT has banned him until or if he is elected. Why doesn't he start a LAT in Coldean as they don't have one in place instead of gatecrashing others he does not belong too? He is not elected to anything yet and never will be! Anne Meadows is a duly elected councillor unlike Patrick Lowe.
