THE Chief Constable of Grampian, Mr Ian Oliver, will meet Labour's

Shadow Home Secretary Tony Blair today to highlight what he sees as the

failings of the Police and Magistrates' Bill which he claims will mean

too much Government interference in the running of the police.

Mr Oliver, who is lobbying politicians in his role as president of the

Association of Chief Police Officers, has described the Bill as

''centralising and politicising the police in a way which I frankly find

is unhealthy''.

It will include the abolition of many senior police ranks, fixed-term

contracts for senior officers, and allow the Secretary of State to order

chief constables to take part in campaigns or operations implemented by

other police forces.
