Where are the Greens? .

. Today we have the extraordinary situation that Brighton, the city with the only Green MP in Britain and with a Green council, is proposing to increase allotment rentals by 67%. It is being done clandestinely, without any consultation whatsoever with the 2800 tenants. Yet the Green manifesto stated it would protect and improve allotments.

The Allotment Federation received this news last week and decisions must be taken on Wednesday 25th January. Obviously there is no time for the Federation to consult the tenants. E-mail rumours suggest that this is deliberate, so that there can be no effective lobby. It is tokenistic, the e-mails suggest, so that the Allotment Federation can be blamed and the chances of a legal challenge are reduced. In January there are few allotment tenants gardening, but those I have spoken to are incredulous.

The allotment rental has increased from £35 in 2007-8 to £64 in 2010-11, which is already well above the national average; the current proposal is for an amazing £110 rental later this year. Already some elderly and single parent tenants are talking about giving up their allotments, as they are too expensive. Very neatly this would reduce the time on the waiting list for wealthier newcomers.

This 67% increase comes when there are major campaigns in Brighton for healthy eating and when the NHS wants to reduce its costs radically by spending money encouraging people to stay fit. The annual cost of all the allotments in Brighton is less than the cost of one GP, yet tenants (who are also council tax payers) are being told to pay the full cost. Allotment site reps are frustrated that more economic ways of running the allotment service are not being explored. There is the immense cost of water due to leakages in Victorian piping, while there have been no educational initiatives to conserve water. There are the allegedly 400 free lets and the high cost of waste removal is ridiculed.

The Council Officials are planning to charge all the staff costs to the allotment holders, as a way of reducing its own staff costs without losing staff. Indeed a new specialist allotment officer is being appointed in March and staffing is increasing for City Parks.

Allotment tenants are generally content to live and let live; they often come from lower income groups, have little financial power and are weak lobbyists. They are an easy target for disproportionate increases. A £10 rise might be accepted begrudgingly, but this clandestine move of a £44 ( 67%) increase demands wide consultation and wide discussion on what is a fair rental and what services needed protecting and improving. Tenants are seeing red…. not Green policies.

More e-mails keep coming in.
Apparently the rise of 67% is still taking place but split over two years. This is to make it looks more acceptable. £88 in 2012 , £110 in 2013.

A green supporter has e-mailed me:

" we should all go to the townhall with our barrows! It's an absurd hike in the rate & we should NOT be paying for wages and some other services from our rent. We pay allsorts of other taxes to cover those costs."

What would be in the barrows? Guaranteed TV cover though!

I have been told that today the Council will brief the Allotment Federation of the detailed financial arguments. A good start to wider consultation.

Sources did not know if it would include comparative figures for previous years or across other recreation activities.

Don't expect our MP or Councillors to do anything to support. They don't like people who do things for the good for themselves. They only like their pet ne're do wells.

Problem is, whenever i've told non allotment holders how much we pay for each plot they can't believe how cheap it is. £110 for our 9 community plots is going to be hard to find, but recently the council put in a whole new fence after our shed burn't down which must have cost at least a couple of grand. Will OAPs and those unemployed still get cheap rates? What does it work out a week and what do we get? Thanks to the bankers crashing the worlds economies everything is getting cut (apart from their bonuses) and there's some seriously difficult decisions to be made. Glad im not a councillor!

Rent may increased at any time provided the council takes reasonable
steps to give at least six months notice by way of signs on notice
boards and gates, or by news letters etc. Failure to give notice to any
individual tenant will not invalidate the tenants rent increase.

Warren makes some very good points. This is exactly why transparency and early discussions with all tenants are needed, ......not official secrecy. Moulescoomb Forest Garden is a great project and certainly needs priority support; so too do some other community groups.

If the council do go ahead with this, then they need to work out a way people can pay monthly. 110 is too much in one go. If they can do it with council tax, they can do it with allotment rent.

If some good is to come out of this we need a wide public discussion and a city plan on allotments.
May be something for another blog?

PS How much better it is to see the discussion here than the abuse flowing on other blogs.

We need to see more detail in the council's costs for maintaining allotments.
Can anyone confirm how the water on the site is charged to the council?
Does the council pay a metered charge for each tap or is the charge a flat rate for each plot or all allotments?
This is a key point and could be a way of driving cost savings as well as being water efficient.
While many responsible plot holders use rainwater, there are still lots of people who plug the hose in and stand using it for hours on end.
We need to know if taps are metered and how its charged.

The bonus of £963,000 to Stephen Hester RBS has a bonus of £963,000 which was over and above his salary of £1.2 million.

£ 918,000 would have paid for free allotment rentals for all 2,800 tenants and community groups for 6 years.

The Greens are proposing to remove ALL financial support for allotments. ie out of the millions of pounds in council tax that allotmenters pay them the Greens plan to re-invest NOTHING into allotments.

I have voted ‘green’ in Brighton all my adult life, and have been a staunch supporter, displaying posters and coming to meetings..

Indeed at one meeting last year I was amused to see 6 or 7 other allotment holders from my allotments at the meeting.
Allotment holders represent a large percentage of your voters.

That’s why I’m amazed, confused, angry, the list of emotions goes on... What the hell are you doing voting to remove the council subsidies for allotments ?!?

This is why we voted green !

So that the council would encourage people to grow their own food... resulting in low food miles, lower carbon footprints, healthier lifestyles.. the environmental benefits of growing your own food go on and on and on.
We voted green so that you would help people in their pursuit of greener lifestyles.. not take away subsidies that help them do that !

If this vote goes through, I will never vote green again.. It won’t just be me..
Allotment growers are your voters.. supporters.. what on earth is going on !?!?

Allotment folk are some of the greenest people I know:
caring cultivators
superb scavengers
resourceful recyclers
thrifty tinkerers
ingenious innovators

Whereas the "Greens" seem to of forgotten all about their green roots.
I guess they dont think environmental issues are a vote-winner....

My allotment in Bradford W Yorks is £24 a year just to put things in to perspective. Dont see how £110 is justifiable
