Tough new dog rules for city

Dogs are to be banned from being let off their leads across Brighton and Hove.

The canine clampdown will see £80 fines handed out to owners who allow their pet to roam free in any street in the city.

It will also become an offence not to put a dog on a lead immediately when asked by police or animal welfare officers anywhere in Brighton and Hove, including parks.

Demands on the council's dogcatchers have rocketed during previous years.

Complaints ranging from dog mess to stray and dangerous animals have more than doubled from 956 in 2004 to 2,068 in 2006.

The council's four animal welfare officers will be responsible for dishing out the fines but discussions are being held with police with a view to bringing community support officers on board.

By-laws dealing with dogs and dogs' mess are left over from the days when Brighton and Hove were separate authorities.

And if environment councillors give the scheme their approval at a meeting in Hove Town Hall next Thursday the city council's animal welfare officers will begin consultation on a new dog control order.

Councillor Geoffrey Theobald, chairman of the environment committee, said: "These changes should make it a lot easier for dog owners to understand exactly where dogs are allowed to go, when they should be on leads and should reiterate that people must always clean up after their dogs, as failure to do so could result in a fine of up to £80 under the new legislation."

A dog ban in all children's play areas and on Brighton beach between the Palace Pier and Hove peace statue from April to September will also remain in place.

Dogs will be allowed off the lead in parks and other sections of the beach.

Labour councillor Gill Mitchell, leader of the opposition, said: "I'm all for greater clarity as where dogs can or can't go but what people will want to know is how this will be enforced, particularly in relation to dogs' mess on pavements, which seems to be getting worse."

At the end of the consultation period, the council will consider any feedback it has received and the new by-laws will go back to its environment committee to decide if any changes need to be made and when the new orders will come into force.

Guide dogs will be exempt from all the dog control orders.

If this is policed with as much vigour as drivers using their mobile phones i would not think dog owners have much to worry about.
The majority of us dog owners who clear up after their dogs and do not let them roam free will still be bracketed with the feckless idiots who know they can do what they like and get away with it

thats a point easy 10, if a guide dog is allowed off the lead then it's no longer a guide dog, unless of course it's a guide dog with wireless connectivity.

As a dog owner I agree that tighter regulation should be in place. We try and be responsible by keeping our dog on a lead and clearing up after him, however the ammount of people who dont is mind boggling and we see it everyday!

If the issue is 'mess', most dog owners are fairly responsible and pick up the mess - unlike almost ALL cat owners who allow their animals out to roam, where they habitually leave their filth in gardens and parks. One rule should apply to all animals - cats are equally unpleasant and unhealthy polluters. Keep your dirty cat indoors!

our council is going mad all they are after is more revenue.its another stealth tax.yes we need to keep streets clean but what about the pigeon mess all over the place.and the council needs to do more to clean up our city rather than forcing us dog owners to pay out more money to a rather bad council.i dont thinkit will make a difference as the irresponsible dog owners will still not clean up there mess.

I was told recently by an Argus jounalist that they always use the original 'Palace Pier' name, as they do not wish to recognise the commercial lunacy of the owners, Noble, (who were apparently prime suspects for the torching of the West Pier but nothing was proven). But it seems the advertising income from the arrogantly re-named 'Brighton Pier' has proved too much of a lure for the high principles of the Argus!

Sheep? Cows? Pigeons? Seagulls? Foxes? Mice? Hedgehogs?
That policy might get a little problematic.

Product placement in newspaper stories -interesting concept, and slightly unnerving.
It is and always will be the Palace Pier and everyone in Brighton and Hove wants to keep it that way - if only for the sake of accuracy. I'm shocked The Argus no longer wants to recognise that, or the views of its readers, just for an bit of extra advertising revenue from a company which I suspect has little interest in the opinions of Brightonians and lots of interest in attracting tourists who could be hoodwinked into thinking there is only one pier in Brighton, when in fact there are two Brighton piers, with two different names.
Perhaps Pepsi would like to get in on the act ... we could rewrite history and rename the Royal Pavilion too ... the Pepsi Challenge Pavilion.

Maybe that's the way forward for the other Brighton pier ... sponsorship, maybe from a mortgage lender ... the Bristol & West Pier?
Although why any company would want to place an advert in a story about dog mess and irresponsible dog owners is beyond me - strange thing to want to associate your company with, or maybe appropriate in this case?

Our style guide does state we should use Palace Pier, and the use of Brighton Pier was a typo that's now been corrected.
The website link is just that and nothing more. We also link to council websites and other notable places and organisations.

thats great richard, but why carry free advertising for a company that has continually tried to block the west pier developement? and council links are not profit making,why is the link there at all? we pay 35p for our paper and adverts are clearly that. and to highlight it is possibly a subliminal move?

In all seriousness I think it's quite good that have to stay on leads... I am only a small lady and I'm terrified of dogs. A giant alsation ran at me the other day and the owner did nothing to stop it jumping at me... who is to say it wouldn't have munched my nose off in the process had it it taken it's fancy?!

I think it's ridiculous, the only people who will be persecuted will be the responsible people. The irresponsible individuals, won't pay the fine anyway, and won't care - the fact that they allow their dog to mess, indicates the lack of concern for anyone else or what anyone thinks; including the councils fines.
I walk my dog off the lead all the time, he is very well trained; responds to everything, and i clean up his mess. Dog's need to "run" not just "walk" surely this is bad for the animal, by not being able to provide sufficient exercise? If someone has an issue with the person's dog, then this should be bought up with them. 95% of dog owners are responsible, you can't penalise everybody because of the odd inconsiderate individual. That's like saying we should all be locked up, as some of us are criminals.
