Dog ban plan canned

A council is expected to drop controversial plans to ban dogs from all beaches during the summer months.

The news comes as it emerged that Oscar, the canine mascot of the Barking Mad campaign against the plan, died in a road accident last week.

A report to Brighton and Hove City Council's cabinet recommends a proposal to bar dogs from all beaches in the summer is rejected.

The move follows several protest marches along the seafront and a petition signed by 2,500 people, including television presenter Zoe Ball.

Current by-laws restricting dogs date back to when Brighton and Hove were separate authorities.

The new dog control order tidies up the disjointed system but keeps many of the same bans in place.

If agreed by councillors, the new regime would allow the council's animal welfare officers to hand out £80 fines and would come into effect at midnight on December 31.

Dogs would be banned from all children's play areas, some school playing fields, historic squares, cemeteries and on Brighton beach between Brighton Pier and Hove peace statue from April to September.

Dogs would be allowed off the lead in golf courses, parks and other sections of the beach.

It would become illegal to let a dog of the lead in most other public places in the city and owners face a fine if they do not clear up dog mess.

Karl Lester, who led the protests with his dog Oscar, said: "I am delighted - it is a success for people power.

"It is a fitting epitaph to Oscar's short life and I am delighted that through him we have managed to get everybody behind the movement and some good will come of it all.

"It is wonderful news as a lot of people have worked very hard in the protest and to get a petition going with 2,500 people.

"It just seemed to have caught everyone's imagination."

The cabinet meeting, to be held next Thursday, will discuss the new laws to control dogs in the city.

Gill Mitchell, leader of the Labour opposition on the council, said: "I am delighted that common sense has prevailed.

"It is regrettable that so much upset and concern has been caused to dog owners."

Lib Dem councillor Paul Elgood said: "Simple common sense needs to be applied to this.

"The Conservatives have gone the long way round finding out the obvious, that residents want action on dog fouling rather than heavy handed dog bans."

I am appalled that the Conservative Council has wasted huge sums of money finding out the obvious. The Council should use its resources far more wisely and not waste money on barking mad schemes.

Please can they ban dogs from St. Anee's Well Gardens. In the last week I have seen two people let their dogs defecate in the park, and on another occaision my young son was jumped upon and knocked over by an uncontrolled dog.

2500 signatures is hardly the majority of the population of B&H. It is a handfull of loud mouthed bolshy dog owners, who think it is socially acceptable to let their dogs roam free and deficate where they please, without consequence. Its a shame the council have ignored the silent majority who are too busy dodging dog mess to have time to campaign for and support the dog ban.

Kim-yi-soon - don't judge all dog owners by the irresponsible minority. Us "loud mouthed boshy owners", as you so kindly put it, want the same as you - we want irresponsible dog owners punished, we want clean beaches and clean public areas too. That is why there are areas of the beach where dogs are already banned. Why do you dog-haters feel you have the right to ban dogs from all 8 miles of Brighton & Hove's beaches? There is enough beach for everyone - dog lovers and dog haters alike. The beaches belong to everyone, not just the small minded likes of you.

Yes.. I am just asking. I think it is relevent to the whole story. When I had a dog it was kept under control at all times on a lead.

I was wondering if the owner of the dog was irresponsible in letting the dog run around uncontrolled.

To be honest Pebbles, I would rather let my dog enjoy the freedom of being off lead than to make it stay on a lead all of its life, for HIM, not for me. If the unthinkable happens to my dog (and obviously I pray it doesn't) but IF it happens, then my dog up until then will have lived and exciting and varied life full of fresh air, exercise, excitement and exhileration. Just because somebody loses their dog in an accident, it doesn't make the owner 'irresponsible' or mean that the dog has been 'running around uncontrolled'.

You should keep your facetious and inappropriate comments to yourself and have a little more compassion. Just interested my ****.

The comments so far from the dog owners only go to reinforce my statement, that dog owners are loud mouthed and bolshy. They are just too ignorant to see that, or anyone elses opinion about dogs.

I think you are wrong, Kim-yi-soon. I am neither a dog lover or a dog hater but, in my opinion, and from reading the comments here and on various other forums, it is the people in support of the ban who are the most rude, the most arrogant and who make the most distasteful comments. They selfishly seem to want everything their own way and are unwilling to share and share alike Brighton's many public areas.

Wow, this is the 1st time I've looked up the news here and I'm am slightly shocked by some of the comments. Surely, those of you who are dog lovers, will know what pain Karl must being going through, especially as Oscar had just recovered from a nasty dog attack a matter of weeks before. I would think "why" it happened is neither here nor there, is not the fact it did tragic enough?

I couldn't agree more, Mel. It disgusts and ashames me on a regular basis how cruel and insensitive some of the posters on this site can be. Pebbles should be thoroughly ashamed of him/self for the insinuations made. Karl is a lovely man who has worked hard for this campain and Oscar was a sweetheart. Anybody who finds it in themselves to make insensitive and sarcastic comments is below humane.

Sara (above) is right. We want clean beaches etc. and are as condemnatory of irresponsible owners as anyone. Tim - did you challenge the owners who did not clear up? Laws exist already to deal with them. Shop them - most dog owners will applaud.
