Murder hate music banned

Music which encourages violence towards minority groups has been banned in Brighton and Hove in the first move of its kind in the country. Proposals to outlaw so-called "murder music" in venues, pubs and clubs have been agreed as part of a review of the city's licensing policy.

Last year, Concorde 2 in Madeira Drive, Brighton, cancelled a Buju Banton gig at the 11th hour after the council threatened to withdraw its licence In 1992, the Jamaican musician wrote and recorded a song called Boom Bye Bye which advocates the shooting of gay men.

He is banned from singing it in this country but gay campaigners claim he performed it abroad as recently as 2005.

Singer Banton has since signed up to a commitment to ban hatred and prejudice from his music.

Until now, there has been no explicit policy stopping other venues organising similar concerts.

Councillors have now agreed to include the ban as part of its official licensing policy.

The document outlines that the measures have been introduce to prevent crime and disorder and improve well being and safety of all the communities in the city.

It reads: "Licensing policy supports the crime and disorder reduction partnership's crime reduction strategy.

"In particular it seeks to confront and reduce racist, homophobic, transphobic and religiously motivated crimes, incidents and antisocial behaviour.

"Particular attention will be paid to any licensed premises where there is evidence of criminal activity or any association with racist or homophobic crime."

Councillor Dee Simson, head of licensing, said: "In Brighton and Hove we have a good record on equalities and we felt it was important was important to include this in the licensing policy.

"We do not want music that incites racial or homophobic hatred."

Inspector Bill Whitehead, head of licensing for Brighton and Hove, welcomed the move but said it would have to be carefully balanced with free speech.

He said: "It is not our job to censor but people do need to recognise the law and stay within its bounds.

"Whilst I recognise and support what the council want to put in place we need to be careful to ensure people's right to free speech is not curtailed."

Plans to limit the number of new licensed premises are also being drawn up but have not yet been included in the new licensing policy.

Police are pushing for one of the largest cumulative impact zones in the country, which puts the emphasis on the operator to demonstrate the venue will not add to violent disorder.

The scheme was delayed after it emerged that the consultation was flawed and has now been restarted.

jamaicans are a real concern to me. the fact is Jamaicans dont like gays (its part of their culture)

Is there not a verse (rarely sung) in the national anthem about "crushing the Scots"?
I do believe that hate/murder music should be banned throughout the uk. Regea music used to be about love and strugle. How did it end up having lyrics demanding the shooting and burning of gay men and women. Banton and beeny man (stupid names) should stay in thier violent murdering society of Jamaica.

What a useless bunch of muppets we have as a council. With all this banning plastic shopping bags, banning "offensive" music, estate agents' signs, etc. etc. - you'd have thought the homeless we all housed, there were no poor that need looking after, the hungry have all been fed....

that buju banton issue was badly handled... instead of banning the man, they should have banned him from performing the song in question... you can't sing a song in public that would offend the indigenous gay population of east brighton, that's like marching around catholic belfast wearing orange sashes proclaiming death to catholics, not good common sense... but to ban the man altogether? crazy **** reactionary censorship, well over the top...

saying 'ban all hate songs' is a little ambitious to say the least... who gets to decide what is and what isn't a 'hate song'? subjective surely, no? otherwise it becomes the worst sort of censorship, that will more than likely stoke up even more fear, resentment and hatred.

public enemy used to do songs that were about the tyranny of white rule in the US, advocating the renaming of 'columbus day' as 'hitler day' for example... would that get past the censors? is strong willed political protest via rap and speech shortly to be outlawed too? it's a slippery slope that is being started here.

Enough is enough. The council is overstepping its authority here. Furthermore put up the english flag on the roof of the townhall and not that soppy multicoloured wish wash. This is England councillors - and don't you forget it!

Look, I don't mean to be picky about this, but as a committed atheist and secularist I am just a little worried.

What is proposed would have banned "Jerry Springer - The Opera" from Brighton.

The high court has JUST struck down a challenge against the above play, and Brighton and Hove council are going to introduce a law - somehow - that will ban critisim of religion at all Brighton and Hove's clubs, pubs, cinemas, festival venues, festivals - all entertainment venues.

Freedom of speech?

Brighton has a proud history of freedom of speech. It was US who chased away the last Blackshirts from the level! We are a city with a heart from a Prince who was just waiting and waiting and waiting for his mad dad to go!

So, please don't let a Catholic school governor dictate what can be enjoyed in our city.

I love this city, and it history is freedom of speech. What would our city be if you couldn't watch South Park?

How are venue managers supposed to police this? Do they have to demand a lyric sheet beforehand? Do they have to monitor a performance and pull the plug if it gets dodgy? Are we going to have council lyric enforcement officers at gigs? This is an insidious and misguided measure that will do way more harm than good. Think of the ripple factor here. What venue owner in their right mind would employ ANY rap act with this hanging over their head?

Another example of how councils are becoming increasingly tyrannical under the guise of PC. They should be providing basic public services, not acting as thought police.
