Historic tower in Portslade set to close

An historic tower which houses a rare astronomical treasure looks set to close.

Foredown Tower in Foredown Road, Portslade, will shut with immediate effect if Brighton and Hove city councillors agree to cost-cutting measures.

The centre needs £112,000 of work to bring it up to safety standards and improve disabled access.

Councillors on Brighton and Hove City Council's culture, recreation and tourism committee are being asked to stop funding the museum because of falling visitor numbers.

This will save £20,000 a year on top of the £112,000 of renovation work.

The converted Edwardian water tower is home to one of the last camera obscuras - an unusual optical device that is used to observe the landscape, sun and sky.

The Government sponsored the building of the camera for the Gateshead Garden Festival.

When the festival closed the device was bought by Hove Borough Council and installed as a visitor attraction at Foredown Tower.

The countryside visitor centre opened in 1991 and offers an insight into wildlife, natural habitats and conservation issues as well as astronomy.

But the future use of the equipment and the centre is now in doubt along with the astronomy clubs which meets there.

In a report to be discussed on Wednesday, it is revealed that admissions to the centre have dropped from 1,661 in 2003 to 1,208 in 2006. In the same period income fell from £3,271 to £1,824.

Councillor David Smith, chairman of the culture committee, said: "None of us likes to be in a position where we are faced with closing a public facility, but the reality is that Foredown, which is situated in an isolated position on the edge of the Downs, is not on a tourist route and therefore attracts low - and falling - visitor numbers.

"That fact, combined with the money we would need to invest to make it fully accessible, means that sadly the tower is no longer viable."

But North Portslade councillor Bob Carden and MP for the area Celia Barlow have said they will fight the move.

Ms Barlow said: "A closure would reinforce the feeling of local people that only central Brighton gets all the funding for culture, whereas Portslade loses out.

"We are a city of culture - there is much to explore everywhere, not only in Brighton.

"It is very unfortunate that Foredown Tower is not suitable for wheelchair users. This should be an urgent priority.

"However, the argument that the tower is therefore too expensive is misleading - there are other sites, such as the Royal Pavilion or Preston Manor, that do not offer full wheelchair access.

"With its camera obscura, Foredown Tower is a treasure for everyone interested in science and a lot of fun to visit."

Councillor Carden added: "I am disgusted for the people of Portslade - I have been a councillor for 16 years and I am not happy with the way the council is going."

Although the Tower would not reopen to the public in February, prearranged bookings will be honoured.

The tower has a viewing gallery on its second floor with vistas across the Downs, the sea and the Isle of Wight.

A wildlife site next door was developed from previous allotments in early 2000.

The council is now working on options for the tower including educational or community use, a facility within the emerging South Downs National Park or ownership by a conservation organisation.

Councillor David Smith is a hypocrite.

He's perfectly happy to have on his side of town the buying of a great chunk of countryside by the Council to male it "accessible" so that people can get closer to nature etc etc...

He has gone and lost the Tories any hope of getting more seats in Portslade.

What with this and the King Alfred, the Tories will lose four or five seats next time.

If the Tories had not been so rash as to commit £800,000 to the Bandstand rather than wait a few weeks for Lottery news, they would have had plenty of money to fix up the Tower.

In any case, the Disability Act is reasonable. If a building is inherently difficult to alter, there is no compulsion to do so.

The Tories are cynically using the Act as an excuse.

The Tories didn't vote in favour of the King Alfred.

Get your facts straight and go and vote for your Labour friends instead - they're the ones who ruined this City. At least the Tories are trying to improve things instead of presiding over more massive increases in Council Tax.

I used to live in portslade and regularly cycled across the downs. The Tower is a local landmark. Are there not any school trips to the facility? if not why not. Perhaps upgrading to the facility eg. hot drinks machine for walkers and visitors. At all costs the facility should be kept.

You nutters make me laugh. A non-"attaction" that attracts around 3 1/2 people per day is not a viable one.

You are so rabidly anti-Torie it is pathetic and it has clouded your rational judgement (if you ever had any that is). You don't protest at the waste of money it is to keep it open. Oh no, you prefer to blame the Tories and point the finger at the other side of town. You people are not the full ticket are you.

Why not ask why the local people are such a bunch of numpties they don't all go there more regularly themselves? Is it because the answer is that they prefer to stuff their faces full of junk food whilst they're stuck infront of their televisions perhaps?

Yes, a better use of the money is to save it and spend it somewhere where it will foreseeably go to better use.

Celia Barlow if my memory serves me well ddn't she win an election contest as no males were allowed to stand against her ( no pun intended ) must be an election due as she's commenting on a local topic. By the way Celia Portslade is just along the coast from Brighton.

Portslade may be just along the coast from Brighton but that does not mean it should lose a landmark which means a lot to many residents in Portslade, and from further afield. Moreover, it is currently the only access point to the ruins of Portslade Old Manor, the oldest domestic buliding in the city. How else are people going to visit this historic site? This is a proposal which will save a small amount of money, and reduce our collective cultural heritage.

it's not as though portslade has a great many things to see or do but, hey, let's take what little it has.
there's no good reason why it can't be used for (more) school trips. it's a little-known gem.
if the tories can't think of a way to generate a bit of revenue from the tower apart from selling it, it demonstrates a poverty of imagination and a lack of enterprise. and you'd think - as supposedly the party of business - they could at least show signs of enterprise.
having said that, don't knock the cash for the bandstand. at least that's one promise they've kept.
shame on them for not stopping the awful king alfred plans though. their opposition to the king alfred persuaded so many of my friends to vote tory where i used to live in portslade and won them two seats. to judge by their anger of the king alfred betrayal, i think apathy will win next time with far fewer voters even bothering if the two parties are just going to say one thing to win votes and do the opposite when they have a sniff of power.

How dare these muppets(no, sorry that's an insult to muppets)
even think of closing the wonderful Foredown Tower? Promote the place, put the admission charges up, forget The King Alfred & Preston Manor, close yet another toilet,
reduce the Muppets expense accounts by at least 50% etc etc.
Have any of these thickos actually visited the site and taken on board how superb it is, particularly for our children ?
Keep it as it is at any cost.

That Councillor Smith is one of those who regards Portslade as a suburb of Siberia. He has no interest in the place.

And even the Tory councillor here does not turn on his answering machine. Harmer Strange, he's called - and very strange indeed.

Every time I read this paper from my old country I find someone wanting to destroy a part of my countryside.
Promote the site don't destroy!
There won't be any reason to come home and visit 'cos there will be nothing to see. I don't want to visit 'new' buildings 'cos they are ugly! Leave the place alone so I and other visitors can enjoy history!

Foredown Tower will now go the same way as the Bandstand, negelected and unloved, thanks to the Tories.

And don't talk about the bandstand resotration as a Tory promise delivered. They've been in control for 9 months and nothing has changed - they haven't lifted a finger, just loads of empty promises. Have you seen the state of it?

So called Councillors like culture chairman Smith, Con leader Oxley and Vice Charlady Older have let the heritage of this city decline beyond belief. They should be ashamed of themselves.

It would be a great pity to close the Foredown Tower, it is a wonder full place, and real, not film. I have enjoyed visiting more than once. a bit of your history to disappear, would be sad too. sue s

I was extremely upset when I heard that the Foredown Tower will not re-open in the spring. The tower, with its camera obscura is a gem. I have taken friends from all over the world there and they are amazed at this Victorian invention. When it is pointed in the right direction, I could see my garden and the washing on the line. Please write to the council to ask it to delay this decision until another organisation can take it over, if this council cannot see it is part of Brighton. Hove and Portslade's heritage.

I went to the Foredown Tower once in the nineties. I was the only person there and I had a personal showing of the obscura..There was not much to see , I rather regretted the visit .

Why keep it open if nobody goes there??

I feel extremely upset at the proposal to close Foredown Tower and think that the lack of disabled access is being used as a feeble excuse to once again leave Portslade as the poor relation in this city. This lovely building hosts an unusual and interesting artefact which provides a unique view of the Downs and surrounding area. It has also won planning and design awards in the past. I have taken several visitors there, all of whom enjoyed the attraction, and my young children love it too. We attended a successful Children's Festival event at the tower last year - it should be used more for this kind of event and should be given a higher profile and the publicity it deserves and would doubtless receive were it in a trendier and more favoured area of the city. HANDS OFF OUR TOWER!

this is an awesome little tower, great fun for children and geographers alike. no way this should close. It is underpubliscised n general. Specifically, even on the council website there is no apparent link regarding public transport, or directions... you'd have to work it out for yourself. It also says the tower is a popular start for walks and then has a link.. with none clearly shown to start from there.
So two new ideas then for the next couple of years to see if this increases visitor numbers, even though justification by visitor numbers is a dodgy criteria to judge wealth by.

Here's a simple solution to the funding dilemma for Foredown Tower and its camera obscura - as the Brighton Eye is soon to be constructed, from which a 360 degree view will be possible, couldn't the company fund the only other place which provides 360 degree views across the town, sea and countryside?

If the Tower is in an isolated position and not on a tourist route, then why can't the council publicise it? Don't these people have the imagination to think of solutions?
