Calls for action over illegal camp in Hove

An illegal encampment has remained in woodland for more than 18 months – as officials argue over who is responsible for clearing it.

A group of up to a dozen people are currently sleeping rough in the woods in Benfield Valley, off Old Shoreham Road, Hove.

Fed up with the inaction, residents have presented a petition to Brighton and Hove City Council calling for it to take immediate action.

The council and the Highways Agency, which owns the land, blame each other for the inaction.

Simon Browne, of Benfield Way, Portslade, which backs on to the site, said: “The council has been hopeless in doing anything about this.

“It’s been passed from department to department and no one seems to want to take responsibility.”

The Argus understands there are two different camps on the site.

One is made up of about four tents and plastic sheets hung from the trees, with bikes, chairs and beds under the shelter. A joke sign outside says “CCTV in operation”.

No one was there yesterday when The Argus visited but locals claim those living on site are central Europeans who work on a farm near Uckfield.

Neighbours' complaints

Some neighbours have complained about antisocial behaviour and littering on the open space.

The city council said it cannot take action as it is not the landowner. However the Highways Agency said because it formed part of the local road network, enforcement was the local authority’s responsibility.

After months of correspondence, locals said the Highways Agency wrote to the council in December to say “their file is closed”.

A council spokesman said: “We do not accept the Highways Agency’s view, and have repeatedly contacted them to make this point to them.

“We are now exploring legal action through planning enforcement that will hopefully enable us to compel the Highways Agency to acknowledge their responsibilities.”

He added the city’s rough sleeper outreach team visits regularly to offer advice and support about accessing services.

Hove MP Mike Weatherley, who has been lobbying for action to be taken for 18 months, said he was disappointed at the length of time it had taken.

Councillor Dawn Barnett, who represents the area to the east of the camp, said: “I would rather they were not there and surprised they have been left there as long as they have. But where are they going to move them to?”

The Highways Agency was not available for comment at the time of going to press.

Sanitation must be a major health issue for these and other similar sites. What is done about these issues? Health must fall under the City Council surely.

You have just got to walk around brighton and hove to see how many people are living on the streets,the official numbers underestimate the problem.Its just about impossible to get social housing and rents pus deposits for private renting are far too high.Walking home from clubbing the other night I seen at least 6 people on benches and in doorways in just a short distance.These people are not all bad,they are down on their luck in a double recession for some drink is their only comfort.I suggest the council leaves this camp alone at least t the weather improves and as a community we should be looking after these homeless people I think the charities in brighton are xpected to do too much .

Right on Joshiman! Except Hove is a tory ward under Weatherley, not the Greens. Weatherley made squatting derelict housing illegal so these people have to sleep out in encampments rather than using otherwise empty buildings. And they're not protesting, they're just camping there in lieu of having real affordable housing available. I doubt they're tree huggers either, that being the case. If they are working for a local farm it shows how underpaid they are if they have to sleep under plastic awnings in this weather. Plus they're doing it right out of the way so they don't disturb your beautiful view of the city but other than those minor points Joshiman, you're right on in your astute assessment of the situation. Well done, treat yourself to a biscuit, you've earned it.

Mike Weatherley and Andrew Wealls are very pro active in Hove and from the feedback I have had from many Hove residents are doing a great job sorting out local issues whenever possible.Unfortunate
ly the problem with the illegal camp cannot be resolved by them alone.It is the Council's resonsibility.

If these green councilors art ripping up our roads or killing the fish in our ponds they are supporting those that should not be there, it wouldn’t surprise me one bit if this council have known about there’s illegal aliens from the start and intend on keeping them there for as long as they can or maybe someone could give these illegal tenters directions to Patcham where Jason Kitkat lives I’m shore he would have them moved on swiftly without any delay.

Pardon the pun but if these are Europeans over here to work i.e. earn money they should be able to find accommodation like if we went aboard to work we would not be allowed to pitch up a tent anywhere we chose, the affordable homes you talk about are for the people of Brighton and Hove not illegal Europeans over here to work.

If they're European then they're not illegal. But you're right, we wouldn't put up with traipsing across Europe to do a shiddy job without accomodation thrown in or being able to afford it. But then we're not naive farm labourers promised , rather like Dick Whittington, all the joys that the west has to offer then finding that we're barely paid enough to live on (see minimum wage Vs living wage). It mystifies me that you think these people live in bivuacs in winter by their own volition and you don't think they might have been tricked or even trafficked over here. I'm not saying they are necessarily in this situation but I think it equally as likely as your assessment of 'illegal Europeans'. shame no-one was at home to ask when the reporters pitched up. The downside of 100% employment I suppose...

Their employers should be providing accommodation - they are probably being paid well below the minimum wage. It distresses me to see people being exploited like this.

And as for the 'I'm alright, Jack' comment from Hoarder - well bully for you. I doubt you left your country of origin in the search for a better life, only to find yourself living in a tent and unable to return due to being paid a pittance.

Surely the farms where these people work should take responsibilty for housing them.It is not good enough for someone to say they want to put down 100acres of lettuce which are very labour intensive,pay a minimum wage then expect the local authority/residents to pick up the housing tab.Wages have not kept pace with living costs leading to cheap foreign labour ...

I agree with Hoarder. And the more I hear about squatters and other freeloaders, the more I feel I should let friends and relatives move into caravans in my garden rather than struggle to pay a mortgage.
Of course, the council would soon come down on me like a ton of bricks with enforcement notices, etc.

Hurrah for these entrepreneurial go-getters. They are making great use of useless greenbelt land, helping the economy grow with low-paid labour. We should do even more to free up our green spaces for low-paid workers. This would be cheaper than the loony green policy of using expensive shipping containers. I shall write to Mr. Weatherley about this.

I went to a state comprehensive in Brighton and sixth form too and started full time work at 18 on a YTS scheme. Worked hard all my life. I don't have much and am not rich at all.

No I'm not for the I'm alright jack mentality. However the whole argument of there is no affordable housing well down south there isn't it is expensive and my point was if you work hard and have a sensible life the chance is you will be able to afford a house or flat to live in. Or else move up north where its vastly cheaper. Life is full of choices.

Given you have a mortgage, how long could you survive if you lost your job ? I'd guess, like most people, not long.

No job is currently secure but given your complete lack of sympathy I hope that you lose your job and then your home. Bet you'd be moaning then ( and expecting help ).

I'm guessing your parents supported you through your YTS scheme - after all, you couldn't afford to pay market rent, right? Not everyone has families they can rely on.

Telling people to move up north is a bit ridiculous - there are even less jobs to chose from. Anyway, the story states these people are working as labourers - is that not hard enough work for you?

I'm guessing your parents supported you through your YTS scheme - after all, you couldn't afford to pay market rent, right? Not everyone has families they can rely on.

Telling people to move up north is a bit ridiculous - there are even less jobs to chose from. Anyway, the story states these people are working as labourers - is that not hard enough work for you?

I actually feel physically ill when i have to read the garbage spouted by leftie hand wringers. The level of derangement is immeasurable. Probably public sector workers, where there is never any accountability or ownership of cost. The mantra is always that we must not disadvantage anyone. Let the entire world plug into our infrastructure although not sure where the money is coming from.

Ask any Brighton Councillor where Portslade is and they don't know, ask any Hove Councillor and tend to forget where it is. No one is interested in Portslade and evidence of that is clear to see all around Portslade, just ask any local.... and this encampment (and the other 2 in the same area) will be pushed from pillar to post until the cows come home. NO BODY is interested.

Did you pay for your education or get a grant? And when you need NHS treatment do you keep track of how much has been spent compared to how much you've paid in through your NI contributions? When they're equitable will you call a halt to your treatment because you haven't paid for anything extra? No, of course not. You're simply an example of the 'I'm alright Jack, pull the ladder up behind' mentality that makes ConDem Britain an inhumane place to exist.
I went to a state comprehensive in Brighton and sixth form too and started full time work at 18 on a YTS scheme. Worked hard all my life. I don't have much and am not rich at all.

No I'm not for the I'm alright jack mentality. However the whole argument of there is no affordable housing well down south there isn't it is expensive and my point was if you work hard and have a sensible life the chance is you will be able to afford a house or flat to live in. Or else move up north where its vastly cheaper. Life is full of choices.

Alyn, it says in the story above "No one was there yesterday when The Argus visited but locals claim those living on site are central Europeans who work on a farm near Uckfield."

My advice is residents should start building on the site - they will then soon find out who the landowner is.
And a word of advice for Cllr Barnett who asks" but where can these campers be moved to?" Easy! The grounds of the Royal Pavillion, bags of room there.

Why not just go in with a bulldozer in the night that will soon get rid of them. They are all camping illegally so arrest them and get them deported. Doing nothing will only mean these camps will spring up everywhere. Too soft in this country and its being wrecked.

Like most people on here you give no proper reasoning or logic for my sound arguments. I either have got mindless abuse or just the typical same old rhetoric from "left wing do gooders".
