He appears to be brandishing cannabis leaves. Why? What a very odd choice of photograph.

Appears the argus know who's taken over the running of Brighton And Hove even before the officers at Brighton, typical Sussex Police don't give a dam about there officers. On the plus side Nev Kemp is a great officer and will do Brighton proud, good Luck

It looks like Kemp of Kemp Town has just confiscated an illegal substance from a member of society that we can do without.
Long may he continue.

Looks like a right smug little *****
Do the police now undergo training on how to ‘look hard are menacing'?. Seems everone I see has a huge chip on their shoulders and moan about long shifts, poor pay, lack of respect etc.

Lets hope the new man in charge puts visible police back on the streets at night time, the retiring man in charge relied on private door security and private emergency response vehicles and cctv to police our streets and nightlife at night removing most visable police putting areas like st james street back to how they were 10 yrs ago NO GO AREAS.Not many cities can yobs go on a 2hour spree burning out cars like what happened lately in hove.Im sure the outgoing man looks good on paper with his budget and drop in crime but in reality he removed visable police crime as I see it at night has increased its just not getting recorded as there are no police about to record it.I for one am looking forward to the new man in charge hopefully he will increase visable police at night as our streets are a scary place in the early hours and under the last leader help from the police was not there in your time of need.I think the police policy at the moment is delay response thus hopefully the situation would have calmed down by the time they get there.St james street with the new residents group is improving, but its still very very rare to see any police about.

That's ironic as reading your post it seems like you're the only one with a huge chip on your shoulder.
