Updated statement from Brighton and Hove City Council Head of Highways operations Christina Liassides;

"Today’s sunshine is helping in our efforts to clear the roads, and I am pleased to report that main roads are running well and that most bus routes are passable and improving all the time.

"Buses have been running some routes since this morning and are increasing their coverage over the day.

"As you are probably aware, this has been a Sussex wide issue with reports of problems on many roads last night in East and West Sussex as well as with the Highway Agency which is responsible for the trunk roads (main A23, A27 and M23).

"This contributed to the traffic problems for people exiting Brighton and Hove yesterday.

"Since Saturday, we have had gritters out ploughing and salting the network, paying particular attention to the hillier areas.

"We also sent three JCBs out to clear snowdrifts on Falmer Road, Bexhill Road and Freshfield Road by Brighton Racecourse.

"By this morning, the gritters had covered the equivalent of 1,000 miles since Saturday and we have laid over 350 tonnes of gritting materials on the roads, going over and over routes to give them a fighting chance against the persistent snowfall.

"Cityclean have also tackled pavements in the city centre and around the hospitals this morning.

"Tonight temperatures are forecast to drop again and snow showers are predicted later in the night when there might be a risk of ice on wet roads.

"We will be carrying out several grit runs from early evening into the night, and will closely monitor the evening forecast update and weather conditions overnight."

2:51pm

This just in from Hastings Borough Council:

No collections will be made today (Tuesday) or tomorrow (Wednesday).

Our contractors have been out today clearing footpaths of ice and snow in and around town, while it has been impossible to make collections.

A collection recovery plan has been proposed and will be confirmed tomorrow morning (Wednesday) pending any further changes in weather conditions.

Residents are now asked not to put their rubbish and recycling out but to wait for further advice.

2:38pm

Highways Agency update: Anybody who left their vehicle on the A23 last night, have until 11am tomorrow morning to claim their car or else they run the risk of having to pay recovery fees.

Services 12 and 12A are about to start operating between Brighton and Seaford only.  The 12 will terminate at Seaford Library and the 12A will terminate at Chyngton Estate.  Buses are just leaving the depot now so most places along the route should be served by 12.30pm.

Service 27 is about to start running between Dyke Road Avenue and Saltdean, Coombe Vale.  Buses are unable to reach Westdene.  Buses should be running along the route by about 12.30pm.

Service 48 is about to start running its full route between Lower Bevendean and Brighton Station.  Buses should be out on the route by 12.30pm.

12:16pm

The Highways Agency has insisted everything possible was done to clear the A27 last night.

A spokesman said: "We did everything we possibly could to keep the roads open, including pulling in resources elsewhere but the sheer volume of snow and type of weather we were experiencing was quite heavy, particularly for this time of year."

We have just had this through from First Capital Connect:

Heavy snow in Sussex has caused severe congestion and delays of around an hour on all our services on the Bedford to Brighton, Wimbledon and Sutton Thameslink route this morning.

This is despite bright sunshine in central London, St Albans and Bedford.

Drifts of as much as 10cm of snow formed overnight in Sussex and there were sub-zero temperatures. It has been so bad that the Red Cross has been deployed to help hundreds of motorists stuck on roads for up to 10 hours.

On the railway, Network Rail has been digging out the points that allow our trains to switch from one track to another. Between East Croydon and Three Bridges we can use only two lines instead of the normal four.

There was also a points failure at Gatwick at 07.10 that brought all our trains to a complete stand for an hour.

Trains have had to travel slower because of the treacherous conditions and to keep the snow out of essential electrical equipment.

A spokesman for First Capital Connect said: "Network Rail has been working under very trying conditions in Sussex where drifts of as much as 10cm of snow have formed and where conditions are so bad the Red Cross has been called out to rescue hundreds of stranded motorists.

"The severe congestion on this part of the route has affected services everywhere else including those in central London, St Albans and London where we have no snow and bright sunshine.

"Understandably, our passengers in the areas with no snow will find it difficult to understand why bad weather was affecting their services this morning."

West Sussex County Council update: West Sussex County Council has thanked drivers for their patience after last night’s severe problems on roads across the county and the south-east.

The county’s gritting fleet were working continuously yesterday and throughout the night, as were neighbouring authorities.

But, in some areas high winds caused drifting which meant the impact of salting was greatly reduced and some drivers were caught out by sudden unexpected bands of snow across the road in front of them.

There were also several cases where gritters were unable to follow their usual routes because of abandoned vehicles, and stationary cars.

Fallen trees were also an issue along the A283 at Stopham and Fittleworth which had to be closed

Pieter Montyn, West Sussex Cabinet Member for Highways and Transport, said: “It was a very difficult and frustrating night for drivers, and we fully appreciate the problems they faced.

“I want to assure people that our crews were doing all they could, but the winds and drifting have led to many incidents on the network which have had a knock on effect creating gridlock across the whole of the County and the South East which has then impacted upon gritting operations. "

“The particular problems the Highway’s Agency faced on its A23 also had a knock-on effect which quickly impacted on the whole of that heavily used corridor.

“I want to re-assure people that our gritters will be working continuously while this severe weather continues.

“Our advice in the meantime is only drive if your journey is really essential and to take great care.”

Since Saturday we have put down over 300 tonnes of salt on the roads (316 to date) and are still gritting.

We have also laid down 50 tonnes of grit within a grit/salt mix on a couple of runs.

A further approx 20 tonnes has been used on pavement gritting (some part mixed salt/grit).

We have also ploughed overnight and this morning and have 3 JCBs working to clear snow drifts in Falmer Road, Bexhill Road and Pankhurst area.

Gritters were out over the weekend, yesterday and last night.

Snow ploughs were also out.

There will be more gritting today but it is still snowing which is making conditions very difficult.

Pavements in the city centre, around the hospitals, along London Road and Lewes Road were all pre-salted and will be gritted today as we can get to them.

Temperatures are forecast to remain cold for the next few days so roads and pavements maybe icy.

Please only travel if your journey is absolutely essential

A spokesman said: "We can only apologise unconditionally to drivers who were stranded at Pease Pottage because of the snow and were then asked to pay the £12 overnight parking fee.

"Clearly this was an error and we will be investigating how it came about.

"It is our policy not to charge drivers in these circumstances and on previous occasions we have waived charges, as we will do in this case.

8:34am

Latest update from the Highways Agency: We have been working throughout the night with our partners in the emergency services and local authorities to respond to hundreds of incidents which took place in heavy snow and strong winds on our network in Kent and Sussex.

We treated our roads continually throughout the afternoon and during the night, but a large number of incidents, including heavy goods vehicles breaking down on hills caused closures at several locations.

As a result, a number of our salt spreaders and recovery vehicles then became caught in the traffic.

Strong winds, gusting at speeds of up to 50 miles an hour created snow drifts of up to a metre in height, in many cases blowing snow back onto the carriageway as soon as it had been cleared.

As part of our emergency response, we used pre-positioned heavy recovery vehicles in six locations in the south east from 6pm onwards to help blockages on the roads.

In locations where blockages were cleared, we were able to dedicate gritting crews to specific stretches of road where the weather was at its worst and to get queuing traffic moving again.

The welfare of people caught in the queues behind road traffic incidents has been paramount and traffic officers and our colleagues in the emergency services have been making contact with people to ensure their well-being.

The Met Office is forecasting heavy snow will continue during the morning of Tuesday 12 March throughout Kent and Sussex.

Our crews will continue to work throughout the day to treat the network and respond to incidents with our partners.

The advice to drivers is therefore only to make journeys if they are absolutely essential and to check road conditions and the weather forecast before they set off.

We advise that they listen to travel bulletins on the radio and take a severe weather emergency kit including warm clothes, food, water, boots, a torch and spade for snow.

When driving in severe winter weather, drivers should leave enough distance between vehicles to stop safely. Incidents and breakdowns can prevent our winter service vehicles from treating the roads and cause further problems.

The position on the condition of our network is constantly changing.

However at the moment we are advising traffic heading north from the Dover Ports to take the M20 London bound and avoid the A2, and traffic heading in and around West Sussex especially on the A23 and M23 are also advised to avoid the areas if possible.

We are expecting that these disruptive weather conditions are likely to continue to cause problems well into the morning rush hour.

No-one suffered any life threatening injuries.

Chief Inspector Phil Nicholas from the Road Policing Unit said: "The conditions meant there was a significant demand on our resources last night and we were stretched to capacity.

"Today is going to be about helping recover vehicles as many people fell asleep in their cars or abandoned them so even when the roads did become clearer they were still blocked by many vehicles.

"We will be assisting the Highways and other partner agencies to recover these vehicles. Although the conditions have inproved slightly, we are asking people to not make any journeys unless they are essential."

.Patcham High School communicate with the bus company so if they are running the school will usually open too. Patcham Junior School pride themselves on opening regardless of the safety to people who have to travel by car or bus to get in but to far to walk. I agree the headteacher does like to point score there. There website said very early on they were closed today. As Patcham High was closed that would then close the kitchen in the junior school so this could have been a factor in deciding to stay closed today.

Major roads closed due to snow and ice! Gosh, if it had been forecast the various agencies would have been able to prepare!
Broadcasts by the said authorities that the gritters have been out in preparation are obviously a total fabrication according to the resulting chaos and anecdotal reports from motorists who have been experiencing conditions out on the roads.
Lets just hope we never experience 5" of snow - like it's never happened before - Then we would REALLY be in trouble!

Well done to Brighton & Hove City Council for doing such a good job of keeping the roads open without this weather being forecast or even lightly snowing for a whole day ahead of the complete chaos.

BeeJam says...
10:20am Tue 12 Mar 13

I'm astonished that no newspapers or media outlets are reporting on this farce.

NO gritters were visible in B&H yesterday, the snow was gradually getting slippier and yet still nothing.

If BHCC say gritters were out I for one would want to know where and when because no-one else I know has seensaw them.

Has anyone else here seen them?

The chaos on Elm Grove and Freshfield Rd was almost unbelievable last night.

ARGUS - why are you not covering this, who at the council is responsible, what have they done, what did they NOT do?

For goodness sake we only had at most 2 or 3 cm of snow last night and yet almost every road in Brighton was unpassable.

Is this the Green party's way of further punishing the hated motorist?!?

Are roads and pavements going to be gritted immediately to avoid the problems of a couple of years ago, when people were slipping and breaking limbs on sheet ice pavements across the City due to a lack of preparation by BHCC? (amongst other councils, to be fair).

ANSWERS NOW!!

Man With No Name says...
10:27am Tue 12 Mar 13

Just looked at BHCC's gritting route map on their website and it shows that the route includes, erm, nowhere.

ourcoalition says...
10:43am Tue 12 Mar 13

First - I got an Argus at 8am - there were loads. I don't live on a main road, by the way!

Second - the gritter drivers have been out since Sunday.

With high winds, grit blows off the road, wet snow (up till 5pm yesterday), washes it off. Salt is washed off by cars passing. So unless you have one gritter lorry per road, going up and down, there is no chance of it keeping the surface clear. Then, if the water freezes, and more snow falls on top, all of it becomes pointless.

And, if nothing had been done, how much worse would it be?

Having had to drive late yesterday, I have nothing but praise for the gritter drivers who earnt their money, and were/are knackered from doing their best - yes, it was difficult getting home, but the real problem was other drivers, going much too fast, overtaking, cutting - in (thanks to the red Audi on the A27, by the way - you could have killed several people at the Devil's Dyke slip road), and ones who suddenly stopped for no apparent reason!

Sarah Booker Lewis says...
10:51am Tue 12 Mar 13

For those commenting about the lack of gritters, I personally saw two when making my way home from Hollingbury to central Brighton yesterday.

Maxwell's Ghost says...
11:01am Tue 12 Mar 13

Usually gritters keep Bear Road and Coombe Road clear as they are a key one way system at this end of town and provide access to Brighton General, the ambulance station and Woodingdean.
Last night, neither road had seen a gritter and there were cars abandoned all over these key routes and a bus had to park up half way up Bear Road.
What has made it worse is the council's roadworks on the Lewes Road for the new bus lane which have closed Coombe Road as a right turn off Lewes Road so traffic was being sent up up Bear Road as a diversion without the diversion being gritted.
And despite the work being done for a new bus lane, there are no buses as the roads weren't gritted.

ericpickles says...
11:10am Tue 12 Mar 13

I saw 4 gritters during the day yesterday, including the one with the snow plough. I'm amazed at how many people just don't know how gritting works (or not). http://news.bbc.co.u
k/1/hi/magazine/8420
755.stm provides a useful summary. Grit and salt are not the magic answer. Winter tyres and adjusted driving technique can give any car the abilities of 4x4s - its why most of the colder countries make winter tyres compulsory.

Man With No Name says...
11:10am Tue 12 Mar 13

They haven't gritted near me from what I can see, and they generally don't. I haven't seen a gritter or any grit. How much worse could it be than impassable? I am not sure how to respond to that.

Council officials have defended their gritting work after complaints from angry motorists.
Roger Williams, East Sussex County Council head of highways, said his staff had been working non-stop since Sunday evening.
He said: "We did everything we possibly could do, there’s nothing we would do differently.
"If we replay the last 36 hours, we would do the same thing again because we were doing the right things."

Obviously not - and therein lies the problem!

My patronising sarcasm obviously past you by mrtricky. In fact the forecasts of which you speak have been in the public domain for some weeks and the precision of those forecasts have become more accurate as time progresses becoming quite specific for the last 10 to 12 days!

Maxwell's Ghost says...
12:37pm Tue 12 Mar 13

As the lady in the story above says, she has lived in Quuens Park Road for 42 years and never seen buses stranded.
I have lived in my street for more than 20 and without fail Coombe and Bear Rds have always been gritted even if the side roads are not.
Yesterday they had not been and there was chaos particularly as all other key routes to the top of the hills on this side of town and Woodingdean had also been ignored ie Elm Grove and Wilson Avenue which were impassable.
There must be a reason as it was very unusal to be missed off the plan.

Maxwell's Ghost says...
12:47pm Tue 12 Mar 13

Argus, why not ask the council for its emergency snow and grit plan with the routes marked out.
This map will have been drawn up with the emergency services and which routes get priority to ensure the safety of the city.
There will be a process in which the council launches its plan.
What is this process and what are the triggers and which member and officer launches the plan?
When was it launched and by whom?
While Sarah Booker and a few others say there were gritters out, that could mean that only ten per cent went out and only went out at the last minute when snow had been forecast last week for this week.
Come on Argus, examine more closely.
I think the gritting folk usually do a great job yet something went wrong yesterday, particulalry as snow was forecast and it had been snowing all day and as a local paper you should ask questions.

graham_Seagull says...
1:04pm Tue 12 Mar 13

Oh good grief.

The gritters did the best job they could.
The wind blew the grit off the roads as soon as it went down.
As soon as there's cars queued due to an accident the roads ice up quickly due to non moving traffic.
Did you expect a helicopter to grit your roads in the midst of a jam?

Get realistic - grit can only achieve so much which is why it's not bothered with in snowy countries - the drivers buy winter tyres.

So if you don't want jams take responsibility and buy winter tyres.

Cgull says...
1:38pm Tue 12 Mar 13

I can't believe people are saying the wind blew the salt away.
The salt laid during the early 2012 snowfall was still there, in some places by the kerbs, in Hanover six months on.
If the council are going to lie, for goodness sake come up with a better one than that.

Actually not necessary last night with only about 1 inch of snow. I saw so many drivers who were completely incompetent at driving in snow, and they were the main problem. I followed two taxis up Ditchling Rd, crawling along at about 5mph, and of course they ended up losing traction and skidded sideways across the road, blocking it. Not even the glimmer of an idea how to drive in snow.
I just wish people who can't handle it would stay at home.

I'm sorry to read about the problems in Sussex I also note people are comparing the problems with Canada.
Let me mention a few things, here in BC where I am working, we do get much more snow than you and we are prepared. Snow tires are not legally required unless you leave the valley and climb the 6000 to 10000 ft mountain passes.
The temperatures can rise to a high of -10C and so the softness of winter tires plus the addition of spikes can help. The snow is "drier" more powdery because of the cold.
The snow ploughs will run 24hrs a day and they can go along the highway 3 or 4 times in a team of 2 spraying sand/grit and dropping ice melt. Wet snow on ice is always a problem, but with care can be negotiated.
We had snow last night and the temp is similar to yours, but the snow plough went along our street at about 4.30 am and has been past the loacal school twice. The wind argument is rubbish, we get that as well.
How the M23 and A23 can be blocked seems impossible if the ploughs had been out in force and cars had been made to "follow" the plough to enable clearing. Here they will come past you and if your car gets sprayed-tough.
We also have many people who have fitted snow ploughs to the front of their 4x4's and ATV's so the pavements might get cleared very quickly plus it is a requirement for the owners/tennents of a property to clear the paths.
Many of us also carry blankets, flasks, food, shovels, axes, toilet rolls to burn outside, candles for warmth etc in vehicles if we are going on a journey

Well said. So, as I said in my previous post, it's the lack of driving skills that's the main problem. They can't drive, and then they block the roads.
