Binmen have been offered a £1,200 bonus to complete their rounds.

The Argus can exclusively reveal that council staff have been offered a “productivity payment”

which they will only receive if they complete their rounds.

This comes after Brighton and Hove City Council made a raft of cost-cutting changes to its refuse and recycling service in October, including scrapping two refuse and three recycling rounds.

Cityclean workers claimed the changes were impractical and as a result thousands of householders have faced disruptions to their collections.

It is understood the payment has been offered in an effort to “bed in” the new system.

Town hall bosses said it was allowed to reflect the “extra effort being made by our staff”.

Mark Turner, of the GMB, said: “This is a practice the council has done for many years and they will continue to do it.

“It’s not unusual across the council following a reorganisation of a service.”

The news comes after a bitter battle between Cityclean and senior management as the local authority revamped its system of pay to make it “fairer and more consistent”.

Following a six day strike, an agreement wasstruck which saw refuse and recycling staff agree to work harder to keep their take home pay.

The Argus understands as part of that deal, extra payments of £130 would be awarded to those who voluntarily worked Saturdays in the run up to Christmas. Sources added the extra £1,200 sum will not be fully paid until March.

Labour councillor Gill Mitchell said: “I am very surprised to hear that the Green council is offering special payments to Cityclean staff after expecting residents to endure what was clearly an unnecessary refuse strike in the interest of pay harmonisation.”

“Council leader Jason Kitcat has a lot of explaining to do.”

A council spokesman said: “The reorganisation of rounds at Cityclean is the biggest and most complex change for the service for many years.

“It involves a reduction of vehicles to achieve efficiencies together with the introduction of new working practices that are unique within the council.

“We always recognised that bringing in such a significant change was going to be challenging and would take some time to settle in and we are committed to maintaining good workplace relations during this period.

“We know that not all the rounds are working as well as we would like and we are continuing to encourage and listen to feedback from residents and our workforce at Cityclean to help us improve the running of the rounds.”

The Council spent six months negotiating an allowances package to remove inequalities across the organisation and reduce the equal pay risk and then suddenly with no explanation pays a mainly male group of workers an extra £1200. I think the Unison union lawyers will be rubbing their hands together in glee at the prospect of multi million pound payouts to the predominately female groups of staff.
How could they be so stupid?

Bring back the good old days where bin men were paid per round rather than per hour.. The quicker the job is done, the sooner you can get home. We get our rubbish cleared, the bin men have an incentive to work faster.. Everyone's a winner

When are the recycling crew going to start picking up all the bits that fall on the street during the time they are transferring it from our black boxes into their green bins and then on to the lorry, after they have been it looks like a slum. slow down and pick up the litter you are dropping, do the job properly simple. Why not use those on community service and those on the scheme for the long term unemployed to work for their benefits, each lorry could have one of these operators to pick up behind them. The city streets and beaches have never looked so scruffy under the Green watch.

This reorganisation has been a complete and utter shambles from the very start and it is not showing ANY signs of getting better . Albion Street in Portslade has been a rubbish tip ever since the re hash took place and they have just "reorganised "collections to Wednesdays.. which is exactly the same day it was before they reorganised! Talk about wasting Council Tax money!!! Recycling has only been collected once in the last 9 weeks and its a complete lottery as to which day the rubbish will actually be collected. I have stopped recycling now because it just isn't being collected and i don't have a car to take it to the tip. There is only one thing you get from cutting services to produce savings and that is LESS. You can NEVER get more for less no matter how much you bribe, tempt or otherwise dupe people into trying to make a completely unworkable system work! If you try to get more for less you only end up with less!

Too true. Sadly, binmen aren't known for being very intelligent. I doubt they'll know what to do with the £1200 anyway. Most will probably use it to wipe their arses or the dog crap off their clothes when it could be better spent on some reading/writing lessons.

I know what you're saying but after the recycling round has visited our street, I have to go out there and pick up all the mess that they've left (or haven't bothered to pick up themselves), which I've always thought was because they're in a rush to get home.
Please don't encourage them to work any faster!

It is an outrage though!!!
