Council chief Jugal Sharma suspended over allegations of fraud

The Argus: Council chief suspended over allegations of fraud Council chief suspended over allegations of fraud

A council chief has been suspended as police look into allegations of fraud at a town hall.

Jugal Sharma, the head of housing at Brighton and Hove City Council, has not been seen in its Kings House headquarters for at least two months.

The Argus asked the local authority about the issue last month but it refused to comment.

Since then, it has been revealed that police officers are helping the local authority with enquiries.

MORE:

Sussex Police confirmed it was investigating allegations of fraud at the local authority.

A police spokeswoman said: “An investigation into allegations of fraud at Brighton and Hove City Council has been launched by Sussex Police.

“The matters were drawn to the attention of police by the council in November following an initial investigation by its own internal audit team.

“There have been no arrests at this stage.”

A council spokeswoman said last night: “We can't comment on individual employee issues.”

It comes just weeks after Ian Withers, the council’s head of audit and business risk, was also suspended.

Jugal Sharma (salary £82,500) reports to Geoff Raw (salary £125,000). Raw's performance over the last year, in particular his handling of the CityClean issues has been abysmal. How am I not surprised that he didn't know what one of his direct reports was up to?

Get shot of them both. There has to be better ways to spend over £200k.

The people of Brighton and Hove deserve better. Much better.

The behaviour of these public servants has nothing whatever to do with the Party in power. This is exclusively the remit of the Chief Executive who is responsible for the behaviour and accountability of her departmental heads and their subordinate managers.
This only illustrates what many observant residents have felt for many years and that is there is an administration out of control. This was exemplified by the recent kangaroo court of Councillor Dawn Barnett at the behest of the Black and Minority Ethnic Workers' Forum. One can only conjecture that Jugal Sharma was a member of that cabal.
Nothing has so far been proved but but the elected Leader of the Council, of whatever Party, would be well advised to DEMAND more accountability of the EMPLOYED Chief Executive. Those we elect run this City, not those we employ to carry out its policies, should be seen to be in control.

Some disturbing comments and assumptions here. Presume you are involved in refuse collection (or in your case non collection) given you don't even know what day it is. Also council pounder is running rings round you and he struggles to put a sentence together at the best of times, so doesn't bode well for you.

STAJW is, for once, alsolutely correct. I do usually struggle to string a sentence together. David, as well as nearly burning a hostel down, weren't you also removed from the coroners court for causing a disturbance at an inquest? I suggest that people reading these comments take anything you say about BHCC with a pinch of salt.

Personally, I don't believe the allegations made about Mr Sharma and Green-bashing is not fair - they may be inexperienced in governing but they are not the villains here.

Any Director is at the mercy of their staff as they must rely on their Managers to give them accurate briefings on matters - perhaps Mr Sharma is being made into a scapegoat? More naive than he should have been perhaps?

The High Rise Action Group requested an Audit Investigation into Housing Management before Mr Sharma took up his duties as Director of Housing, a request we've had to renew.

Strangely there is no mention of Mr Raw, the Strategic Director to whom Mr Sharma answers, what was HE doing all this time? Not much it would seem as it was Councillors who called for an investigation.

I am very upset by this. Jugal Sharma is the most visionary Council officer I have ever met who is switched on to the 21st century (in the right ways) and understands the City's needs profoundly while so many council officers languish in apathetic incompetence and inaction. I must say here that I am not referring to officers in Housing, many of whom have blossomed under his leadership.
I am more inclined to believe that this is 'political' (with a small 'p') manoeuvring rather than corruption on his part.
Although I am no longer involved in tenant politics, mainly for health reasons, if Mr Sharma is scapegoated for some trumped-up or transferred wrongdoing it will be a great loss to Brighton and Hove.
I am glad to see that after the first knee-jerk reactionary Green-bashers have had their little verbal vomit that more of us are questioning this possible injustice.
