Music venue closes after noise complaints

A popular venue which has hosted live bands for more than 100 years has closed after claiming it was effectively given a “ban on playing music”.

Blind Tiger Club in Grand Parade, Brighton, held its last ever event this weekend after bosses were served with a nuisance notice from Brighton and Hove City Council.

In a statement on its website the club claims complaints were first made about a year ago about noise from the club, which is open until 2am on Friday and Saturdays and 1am on Sundays.

Nobody from the club was available for comment last night, but a statement posted on the Blind Tiger website on Friday said complaints about the noise were acted upon “swiftly and informally”, cutting “volume or bass from certain performances” and gave the complainant a 24-hour contact number.

The statement continued: “However, our best proved inadequate to stop the complaints.”

Club bosses said they were warned by town hall chiefs last week the venue would be taken to court and face a fine of up to £20,000 if the resident was disturbed by noise again.

The statement concluded: “With the time to fight about to completely run out, on the last working day before the music ban is due to come into force, we are finally giving up - and we can finally talk about it.

“We believe we have now exhausted all our options and must finally concede defeat in the face of the music ban.

“This weekend will have to be The Blind Tiger Club's very last. By order of the law.”

The Blind Tiger is on the site of the old Norfolk Arms, built as a public house in the early Victorian period, and has been hosting live music for more than 100 years.

The closure brings the club's three-year tenure at the site to an abrupt end, having previously been home to Hector's House.

A petition appealing the council's noise order on the club has already collected more than 5,500 signatures.

This Venue has been hosting Live Music for 100 years and one person (who moved into a flat above a drumkit by choice) complained to the Council and within Months the Council have closed it. Amazing but true.

BHCC operates Brighton Dome and Festivals Ltd that has lost MILLIONS of pounds of taxpayers money in the last few years so why on earth should they care about saving one of the last independents in Brighton.

I must wonder if the person complaining has anything better than moving above the bar? Surely the owner could give him notice to leave and the bar put staff in there to live? Absolute joke this town has become, I would imagine the council staff feel useless over this! They must withhold the law, but this is crazy! What about people living above bars or shops in new road? Will the dome be next ? Or will the council spend 50 million sound proofing it?

Totally agree I used to live very near to this venue it did not cause trouble to me,its sad that a single complaint can close such a valuable asset to our city.If it was a longterm resident and things suddenly changed fair enough but this resident chose to move near this venue.

you missed out the junkies and drunks down the level ,there is no improvement with traffic flow at seven dials and as for tourist numbers been up ,if you leave out the tourists living in vans and caravans the numbers are down ,the skate park would be a great idea if only the skateboarders kept to it and not hitched a ride on the back of buses in and around town

It is completely outrageous that one person, new to the town//city can move into a flat directly above a pub then spend a year complaining with various options discussed and then cease contact and involve the police who then in turn involved the council. There should be a band on people complaining about pub/venue noise during the hours of business as generally live music is over by 11/12pm if it was 3am then fair play but it wasn't.............w
e lost the Freebutt because of similar issues....The Hobgoblin because of an out of towner with his weekend flat being disturbed by the noise and now the Blind Tiger........
Brighton will soon become a homogenised carbon copy of every other town and city up and down the land.......this has been happening for a while and not just under the Greens before the antis start up ......again.....

Maybe, but I do know that both the Horse and Groom and The London Unity both received complaints from new neighbours, and the Unity was stopped from having a beer garden for smokers because of this woman.
Anyway, I may be paranoid, but that does not mean that they are not out to get me.

The Blind Tiger has been great for the young musicians of Brighton, they who believe in the power of Guitar and Drum, proving so by learning and playing real instruments and hopefully going on to be the exceptional live performers of tomorrow.
To allow any established music venue to be closed by a single individual is beyond ridiculous. This may be the only chance for fame for a nonentity, but that doesn't mean that his vindictive moaning should be pandered to.
At the very least, if he/she wishes a moment of glory then perhaps they should be named and shamed for their actions.

Statement on noise complaints at Blind Tiger

The council has received numerous noise complaints from local residents about this venue for several years. Complaints have been received from residents in North Road, Grand Parade and Marlborough Place.

By law we must investigate noise complaints made to the council. We also have a legal duty to serve a noise abatement notice on those responsible when a noise nuisance is identified.

On 14 March 2014 a noise abatement notice was served on the leaseholders who operate Blind Tiger following complaints about noise from live music. The business was given two months to comply with the notice. This gave time for assessments to take place and any necessary sound insulation work to be undertaken.

Blind Tiger chose to stop operating at the venue when the abatement notice period ran out on May 14 2014. The council has not closed the venue.

The council’s environmental health team has worked with the business and the Police and council’s licensing team to try and resolve any complaints received. The council is continuing to work with all parties to try and resolve this case.

This venue has been on market for a month or so.. Not sure if this is in Conservation area or under remit of regency group.!

There seems to be a lot of ill-informed comments from people who do not live in Grand Parade. Having been a resident in Grand Parade for 17 years, I would like to set a few things straight.
First, the abuse that the complainant has received in the comments are disturbing. I doubt that the working-class people who live there do so as their first choice. There are families with SCHOOL AGE CHILDREN who live there too.
Second, I live five doors up from the Blind Tiger, and the base goes through the steels of our house, so even shutting the windows (in the Summer) does not keep the noise out. There are seven people who live in our block, so thats more than one person disturbed already. Plus all the residents in between.
Third, it was the pub itself that, under its last owners, built additional flats on top of the building. How the Council gave this planning permission in the first place, is beyond me. Obviously the sound insulation was not adequate.
Fourth, in the hundred years history of the pub, most of that time its closing time was 10.30pm & 11pm Fridays & Saturdays, so the live music was not so disturbing. Since the relaxation of drinking laws it is open until two with music going on frequently until 1am.
Fifth, I completely understand why the complainant chose to go via the police in the end. Sometimes the pub's clientele can be very intimidating as they congregate on that corner and many of the older residents simply do not go out after dark as it is. The pub's security are also intimidating staring me out as I walk on my street to my home.
Finally, I can hear all the middle class students shouting "why don't they move?". Well, would love to. But we cannot. We are stuck in social housing, like a lot of other people with anti-social neighbours, which the Blind Tiger was. Good riddance.
