Campaign launched against mini-moto menace

The Argus today joins forces with an MP to demand action to tackle the "menace" of mini-motorbikes.

Hove's Labour MP Celia Barlow MP has received a string of complaints from residents concerned by youths tearing around streets and parks, often late at night.

The vehicles may look like toys, but they can reach speeds of up to 60mph, presenting a serious threat to the public as well as creating a noisy nuisance.

The law states that road-worthy bikes may be ridden in public only if riders are taxed, insured and old enough to hold a driving licence.

But the Government is not aware of any mini-motorbikes which have passed MOTs.

This means that anyone riding a mini-bike on the road is almost certainly doing so illegally. The numerous sightings of apparently underage children using the bikes on roads and pavements suggest people are riding roughshod over the rules.

Police do have the power to take mini-bikes off the roads. They may also be seized if they are used on private land without permission and are causing "alarm and distress".

But because off-road bikes do not have to be registered with the Driver and Vehicle Licensing Agency (DVLA) it can be very difficult to catch them in the act or track down their owners and enforce the law.

Last week in the House of Commons Ms Barlow backed a Private Members' Bill which would require all off-road motorbikes to be registered.

The Off-Road Vehicles (Registration) Bill would enable police to seize any unregistered mini-bike.

Ms Barlow said she had received several complaints from constituents about youths riding around the streets on mini-bikes late at night, particularly in North Portslade and north Hangleton.

The MP, who held a meeting with constituents to discuss the nuisance last year, said: "I have had a lot of constituents in touch with me who have had problems with these vehicles.

"If a member of the public tries to stop them making a noise it can cause an altercation.

"If the bikes were registered and had a registration plate then residents wouldn't have to get embroiled in confronting people.

"They could just take down the registration and report it to police."

The Motorcycle Industry Association estimates that sales of mini-moto-type vehicles have risen from 10,000 in 2002 to 100,000 last year.

Ms Barlow described the bikes as a "menace" and said it was not just children who rode them irresponsibly but adults too.

The MP said: "They can go very fast and the noise is dreadful. It can make people's lives a misery."

Last week the Bill cleared its first Commons hurdle with the support of 116 MPs - despite Government opposition.

Transport Minister Stephen Ladyman agreed the bikes were a nuisance but said there were better and more cost effective ways of combating it than the measures contained in the Bill.

It will now be scrutinised by a committee of MPs but stands little chance of becoming law without Government support.

Today The Argus is joining with Ms Barlow to call for the Government to act to stop mini-motorbikes making residents' lives a misery.

Ms Barlow said: "I am delighted The Argus is joining with me in this campaign to make our streets safer and quieter."

"A lot of them aren't made properly so they are dangerous for the riders as well as everyone else.

"We need mini-bikes to be registered so their owners can be identified."

A Department for Transport spokesman said: "We are aware of the anti-social use of mini-motorbikes and we will be considering a large number of issues surrounding this."

The problem is that the intended new law is for ALL bikes not just mini-motos. It encompasses any 2 wheel vehicle with a motor. So that includes British GP racing, off road scrambling, dirt bikes, anything. How you going to plate a GP racer that never goes on a road, its designed for a race circuit. So the race events will not be possible to be held. The intended law is crazy.

If the people currently using mini-motos in public places are doing so illegally, why would they fit their bikes with registration plates that would make it easier for them to be traced and prosecuted? Would they really care that they were breaking the law twice rather than once? It seems like a crazy proposal that would have absolutely no effect on the problem it was trying to tackle...

James and Peter are quite right in what they are saying. The whole problem is the fact that there is nowhere to take these bikes and ride them, unless you want to pay £25-£200 a day for the privilage. This bill will increase the problem 100 fold, in the fact that, the more areas the government and local councils take away areas of land suitable for riding, the manufacturers will have to bring their prices down to keep up demand. Now you can get a 125 pit bike for under £100 brand new, my point is we could be seeing sub £50 machines very soon, so the police confiscate the bike and you go out and buy another, after all you'll be paying that for a days riding at a private track. there are thousands of acres of land suitable for offroad riding which are far enough away from residential areas, as to not cause a noise problem. Give these people somewhere to ride where they won't cause a problem.

I would like to comment on damon foord post dated 16/05/07, i and my family have 4 pit bikes and are very responsible riders we dont break the law by riding on foot paths or causing a nusance to the community we are not allowed to ride on a bit of waste land because its council property and we found another bit of waste land owned by the army which is private but we are still not allowed on this, its a no win situation we feel were being punished when were being considerate citizens

I am of the younger generation and have just purchased a pit bike purely for the fact i want to get experience riding a geared bike and a bit of fun.I work full time so i am limited to when i can use it but will do so with full respect of residents in my area.

why does the law do that tho ? take our tracks away and tell us its illgal to "have fun" on waste land? absolute stupity!! I own two dirtbikes and a pitbike and they cost around £3000 each dirtbike and £700 for pitbike, im bloody sure i wouldent put a regy plate on it for the dirt?? stupid!!! the law is just trying to make this country better by enforcing more laws but they dont relise that the more laws they make the more people will get peeved off!

im 15 and have just met me dad again after 13 years and he just bought me a BETA 250 we went up the quarry to have a go and the police chased me off on 450 yz scramblers we were all the way up a mountain not botherin no one and the police come and wreck my time and my whole weekend with my dad we still havent found any tracks local or even around 30 miles away i hope the goverment would get there act together and do something about it like building 1 track for every city not that mutch hassel very easy job solved.

I would like 2 buy a dirtbike, but am scared about the repsonse from other citerzins or elders. i am a young teenager and would love to have some fun 1ce a week on a bike, but the crapy govermant will preobably bugger up my bike if i got 1.

i agree with adam, i am only 12 but enjoy riding my pit bike, quadard and chopper BUT i have only had each one out about 3 times so maybe the goverment or halton borough council should get up and do sumfin to help us instead of spending money crushing them, i say we shud start a petition to build some tracks so if u think there should be more tracks or know of ne tracks then email me at lil.andy.2k7@gmail.c

I'm a teenager and own a mini moto, ive had it for about a week now n only road it 3times, sumbody grassed me up and called the police they came to my house and warned me not to use it anymore..im a little bit scared to go out n ride ma mini 1-because i might get caught by the police 2-because i have no were to ride it, they should make more tracks than wasting money n time crushing them

i love mini motos and i was so annoyed when i found out that i couldnt ride it on the field across from my house whitch dosent get used for anything and that i had to pay 10 to 20 pounds to ride on a track!!!!!!!!!!!!

im 13 and i own a few dirt bikes and mini motos but there is no where in my area to ride apart from one pice of waste land i spotted that has never been use in the 13 years ive been alive but when i started using it the police told me if i used it again my bike would be seised the is only 1 track which is 125 miles away.
