Brighton Marina was partly closed after the discovery of a suspicious package.
Emergency services and Marina security staff closed the multi-storey car park preventing people from entering and exiting just after 11am.
A spokeswoman for Sussex Police said the incident was a false alarm.
Bomb squad officers were called but then cancelled when it was realised the package was not suspicious.
Witnnesses said police and fire engines had arrived at the scene which has been cordonned off.
Members of the public were not being allowed to return to their cars parked in the car park.
A spokeswoman for Sussex Police said: "Police were called to a report of a suspicious package on the railings at the Brighton Marina car park around 11.10am .
"Package was assessed and it was not anything suspicious. The EOD were called but there was no need for them to attend."
A spokeswoman for the marina said it was now fully open again.
