The closure caused severe delays, as thousands hit the road amid the bank holiday weekend.
According to an AA traffic report, the average speed was 10mph.
The website read: "There are severe delays of eleven minutes and delays increasing on A27 Chichester Road Westbound between Arundel Road and A284 Arundel bypass.
"The average speed is ten mph."
