A disabled war hero will be allowed to build a specially-adapted bungalow at his grandparents' home after a council caved in to pressure to reverse a planning decision.

A senior Conservative source has confirmed that Tory-run Wealden District Council will allow 20-year-old Royal Marine Joe Townsend to build his dream home, stating the local authority is "going to make sure it happens".

Prime Minister Gordon Brown and Conservative leader David Cameron urged the authority to reverse its decision after Mr Townsend appeared in The Argus.

Mr Townsend's grandfather David Carter, 72, submitted the application to finance and build the bungalow in paddock land at his home in Hankham Hall Road, Pevensey.

But Mr Townsend, who lost both his legs, one completely and one to the knee after stepping on a landmine in February last year, was left devastated when the application was turned down.

He has undergone a succession of operations, with another planned next month, plus rehabilitation at Headley Court in Surrey, but away from his family.

Mr Brown, prior to the cave in, said: "The whole country owes Joe huge gratitude for the sacrifice he's made for our country. It's unacceptable that he is being stopped from having the home of his choice."

Councillors last month voted by a slim majority to reject the plans incorporating a bathroom and carers room, deeming them 'intrusive', despite listening to Mr Townsend's own arguments first hand.

More than 152,000 protesters have signed a Facebook group entitled “Support for Joe to get his bungalow” and 8,000-plus have signed a petition on the 10 Downing Street website.

Councillor Roy Galley, cabinet member for strategic planning and housing delivery with Wealden District Council said: "We have always recognised the huge sacrifice that Joe has made and have been wholly committed to working with Joe, his family and their planning agent to ensure that he gets the home he needs and deserves.

"Immediately following the planning decision, we approached Joe's Grandfather and wish to work with him to reach a solution which is acceptable to everyone. We have agreed with the family that we will meet at their earliest convenience and that meeting will take place this week."

He added: "With a successful outcome from that meeting, we will do everything possible to make sure his application is determined without delay.

"Working within legal timescales, this could mean a decision in principle as early as the end of next week.

"Whilst our immediate priority is resolving this issue for Joe, we are also deeply concerned that there is no specific Government planning guidance in the matter of special arrangements for injured servicemen.

"We will therefore be urging the Prime Minister to reduce the chances of any other council being caught in a situation where there is a heart-rending pressure created by a badly-injured service man or woman needing special accommodation in an area where planning policy directs it to be inappropriate."

Mt brown really needs to reflect however that HE put this man in this situation in the first place, after all, Gordo was the man signing the cheques to take us in to this illegal war, and HE and Blair really are "two cheeks of the same backside"

I think you'll find it was George Bush and Tony Blair who took us into an illegal war - not Gordon Brown. He was chancellor, NOT PM, and NOT in charge of what was going on.

Typical conservative (small 'c') NIMBY, reactionary Council doing what they always do - opposing any development regardless of its merits.

At least the right decision got made in the end, just a pity it took so much pressure with senior national politicians having to get involved. Hopefully Wealden Council will feel suitably ashamed but I doubt it.

Instead of moaning about Gordy, let’s just reflect on the massive victory by the General public to cut through the bureaucracy and make people in authority listen and take note. props to noel for his candid message to the people responsible, and the community of facebook for coming together.

It is interesting to note that local and national media will attempt to take the credit for this small victory. However it was the members of Facebook in the UK who got to gether and said NO to this council. Joe's family should not have had to have this fight, the house should have been bought and paid for by this Government. It is the least they could do for this man. thousands of emails were sent by facebook members to the council, MPs and the news networks. So give credit where it is due!

Infilling large gardens with additional homes has been a popular way for developers to make money and has a huge impact on neighbours and a yes decision would set a precedent for all the neighbours to sell off their gardens for infill developments. There would be plenty of families who would request equal treatment for elderly relatives with Alzheimers, cancer care etc
In addition to this, there would be nothing stopping this young man and the grandparents selling the development on, once permission is granted and the place built. However, the council is unable to add conditions to granting permission that he is the only one to own or live in the property.
The council could grant him permission for temporary accommodation such as a mobile home for use in his lifetime only and there are some excellent pre-packed homes available on the market which have long life spans.
Otherwise, just give him specially adapted council accommodation.

So the message is put in a planning application which is rejected and if your Mr Joe normal like it or lump it but if you have made a sacrifice for your country lets bend the rules.

I dont disagree this man has paid a high price and should have a suitable and comfortable dwelling.

But planning apps are about the suitability of the building in its surrounding area and harsh as it amy be not based on the circumstances of the individual.

Respect to this guy but this has been handled badly..

A victory for common sense and human spirit and a well deserved slap in the face for a toytown council with nothing better to do than cause people grief.
Joe should consider suing the council for disability discrimination. The compensation would probably outstrip whatever paultry compo the government have given him for his severe injuries fighting for this country. I'm really pleased you got your home Joe.

My cousin is very hard of hearing after someone popped a crisp bag near his ear at the Aldershot Army Display many years ago. He loves to listen to heavy metal music but has trouble hearing it unless it is turned up very, very loud. He is hoping that the Argus could help in his case to have his terraced house made completely sound proof, he was the victim of war heroes after all.
