Paul Lainchbury accused of unacceptable absenteeism


A councillor is facing calls for his resignation after it emerged he had missed every committee meeting for a year.

A political storm is building around Councillor Paul Lainchbury, who represents the Goldsmid area of Hove, around St Ann's Well Gardens, on Brighton and Hove City Council.

If he gives way to the calls his fellow Conservative councillors would lose their majority in the council, potentially leading to an overhaul of the controlling cabinet.

Coun Lainchbury was elected in May 2007 but has been accused of having little involvement with either his ward or the council since.

For the past year the 27-year-old financial advisor has missed every meeting of the audit committee, the only council body he sits on, and has been a noteable absentee from residents' meetings in his ward.

In January he stopped claiming his £11,200 a year allowance from the council in response to concerns and it is rumoured he wants to step down.

Claims have been made that he has been prevented from doing so by council leader Mary Mears and senior colleagues who are reluctant to surrender the Conservative majority.

If he resigns the seat it would trigger a by-election in the ward, where Labour hold one seat and missed out on another by 37 votes in 2007. The Green Party also view the seat as a realistic target.

The Conservatives currently have 26 council members and are regularly supported by independent Jayne Bennett. Labour have 13 seats, the Green Party have 12 and the Liberal Democrats have two.

If any of the opposition groups won a by-election the Conservatives would no longer be able to select the cabinet which holds power in the council.

Melanie Davis, the Labour councillor for the Goldsmid ward, said Coun Lainchbury should resign.

She said: "You never see him at anything in the ward, no meetings, no groups, nothing. The voters in this ward elected three people to represent them but one of them is not doing that. He's not representing his constituents and he should step down."

Her party has circulated posters featuring a picture of Coun Lainchbury with the heading "Missing. Have you seen this councillor?"

She was backed by Green Party convenor Bill Randall, who raised the issue at a council meeting last month.

Councillor Randall said: "His party leadership should not allow it. Our party had a similar problem in 2007 with a councillor, Hermione Roy, who felt the workload was too much so we did the noble thing and let her resign."

Coun Lainchbury has not responded to a series of phonecalls and emails from The Argus this week. He has continued to attend full council meetings, meeting the minimum attendance requirement and ensuring the Conservatives can force issues which go to a vote.

Coun Mears said any member of the council was at liberty to resign at any time and added that her party had not blocked any attempt by Coun Lainchbury to step down.

The Goldsmid ward was one of the most keenly contested in May 2007. The main vote-winners were:

Paul Lainchbury (Conservative) 1,330 votes (elected)

Ayas Fallon-Khan (Conservative) 1,238 (elected)

Melanie Davis (Labour) 1,231 (elected)

Vince Meegan (Labour) 1,201

Stephen Wade (Conservative) 1,189

Alun Jones (Labour) 1,098

Rob Jarrett (Green) 1,010

This the same Mary Mears who said that Victor Mears (Lapland rip off) is a distant relative, when in fact he's her uncle.
Bit flexible with the facts, I think, in both cases.

Exposed at last! The real motives for Conservatives POWER!!
If they really were concerned about community they would have persuaded this person to resign! Interesting comment that Jayne Bennett supports Conservatives - she too should return to the Conservatives and let the public vote a real independednt in!!!

Regardless of whether this is spin, dirty tricks or whatever, this guy was elected to represent the constituents in his ward and it is obviously a duty he failed to discharge in any meaningful way. The rest of the comments on the motives of whichever political party are pure speculation (unless, of course, posters here were party to such discussions) but I would agree that it appears that the only driver why the Conservatives orginally resisted calls for his resignation were to maintain their majority but action has now been taken given that position became untenable. That said, I also believe every other party would ahve acted in the same way if in that position - the well known saying regarding love and war is equally applicable to politics!

I'm not a Labourite but Melanie Davis has been very active in my ward. She'll get my vote this time.

And this just proves that the Tories just see a council seat as another few grand in their pocket. What a waste of space.

Right he hasn't claimed his allowance.
But listen, no listen, 5 years ago 3 Labour councillors (as was reported in this rag) had been missing in Whitehawk for near 18 months and had to be reprimanded by their boss Dr.Des Turner MP. when he found them!!! The headline read. Finding a councillor in whitehawk is like looking for a needle in a haystack and they "all" were collecting, "all" their allowances and petrol money to and from whitehawk, I don't wonder. Commitment to their day jobs was their excuse and it weren't council work for sure for sure.

Old Ale Man - that would be me, after I missed two meetings of the Whitehawk Crime Prevention Forum. After that I quit my day job with the police and became a full time councillor. Those that complained about me ended up helping my re-election campaign in 2007 when I increased my majority on the back of the work I do in my ward. I attend several community meetings a week - sometimes two a night - and have been Chair of the Whitehawk Crime Prevention Forum for the last four years. And I don't claim "petrol money" or any other expenses beyond my allowance.

I do a lot more than turn up once every other month at the full council meeting, eat a free meal and then go home three hours before it ends, which is what Cllr Lainchbury is accused of in this article.

People in glass houses shouldn't throw stones all you Labour and Green boys and girls scenting blood! I'm thinking here of a certain Labour cllr who chaired a certain committee at Haringay Council in London at the time of a particular scandal a few years ago......!

That said, it is true that a Green Cllr soon after election was forced to resign by personal circumstances - but for her it was easier. Her party was not going to be damaged and lose power if she resigned.

Paul Lainchbury is a very nice young man and one of my councillors in Goldsmid. I wish him strength to deal with whatever he has to in order to regain his previous form.

If the man has issues, he should explain what those are a) to the people who elected him and b) return calls from the Argus. We are compassionate people. Genuine issues will be excused.

If he can't fulfil his duties, regardless of party or personal circumstances, he should resign.

The ward may have been "keenly contested" in 2007 but times have changed - for the worse - the Tories could put up a carrot in this ward if he steps down and it would probably still win! People want to show their disgust at "New" Labour, their sleaze and incompetence that make the Tories of the early 1990's look like monks (and they weren't!) and people would simply take the opportunity to make a protest vote against them.

The sad fact is that national politics usually drive local election results (it shouldn't)...and with the complete and utter mess the country is in Labour are in for another nightmare night across the country on June 4th.

It would probably be no different in Goldsmid ward if he stepped down.

If labour or liberals win this ward in June expect plans for bail hostels/halfway houses/drug rehab centres etc.Oh and more cycle lanes.

Yes, I'd hate to see more cycle lanes round here. Just think of the pollution, danger and crime this would bring to our children. And where would my wife park as she drops our little ones off to school every morning, round the corner?

He got the most votes of any candidate. Well done voters of Goldsmid - you picked a good un there! He stopped claiming his allowance in January, but he was elected in May 2007

There are wards and constituencies all over Brighton and Hove and the UK, where people will still vote for their chosen party no matter who is put up for election. The voters just colour match.
They are usually called safe seats, however, the more accurate term is monkey seats.
There are MPs in monkey seats in the UK who have never lived in the constituency they have been elected to, they never visit their constituency and they rarely turn up to parliament.
The same happens with councils. This chap isn't the first one not to attend council meetings after election.
Those who vote along party lines without checking who the candidate really is are to blame for the shameful way the English Parliament and some councils have fallen into disrepute.
Before you put an X into the box of the party you wish to vote for, check the candidate out. Your party may get elected but there is little point if the candidate then never attends meetings to vote or answers any letters/emails you write to him/her.
