Police to check Brighton residents one by one in anti-terror plan


Police will be checking the identities of people living and working in 1,000 city centre addresses, to make sure they are not terrorists.

Sussex Police plan to visit thousands of residents in the area around the Brighton Centre, in the lead up to September's Labour Party Conference.

The conference security scheme, codenamed Operation Otter, has been justified by top officers who say the steps are necessary at a time of heightened international security.

During the conference, from September 27 to October 1, police will seal off a secure 'island site' around the Brighton Centre, Hilton Metropole, Grand Hotel and Russell Road car park.

But residents and workers further afield will also have to prove who they are.

Police working with Brighton and Hove City Council have already sent letters to businesses and homes around the conference centre which will be affected by Operation Otter.

Officers will visit homes and ask residents to show an identity document like a passport of driving licence, as well as confirming their address with a bank statement or utility bill.

The names will then be checked against the police national computer to check whether they are wanted or suspected of terrorism.

Superintendent Grenville Wilson, planning coordinator for Operation Otter, said: “We will confirm their ID with open source validation.

“They have to get an ID document like a passport and a utility bill that's got their details on it.

“It is so we know who's living within the area.

“The security operation runs throughout the conference and can cause a bit of disturbance, particularly for those people living above the Metropole and to get access to their flats they have to have a security pass.

“We will be organising a local residents meeting, probably on July 22, where people can ask questions.

“Letters have gone out to the homes in the area and then we will follow that up with home visits.”

Police will also check the details of staff at firms within the vicinity of the political conference, even though they claim they have no reason to suspect Brighton will come under attack from terrorists.

Supt Wilson said: “Hosting the government during a time of international tension inevitably involves heightened security measures however we are keen to stress that there is no specific threat to the conference.”

"Sussex Police is committed to working with partners and communities to tackle these issues together.

The city council has defended the disruption to residents, because the conference will bring millions of pounds worth of trade to the city.

Council leader Mary Mears said: "The annual conference of the party in government brings about 20,000 people and £10million to the host city.

“This is money local businesses desperately need to help fight the recession. So while there is inevitably some disruption it is still worth the effort for the benefits it brings to the local economy."

The Government has provided £6.1 million to fund this year’s police operation, up from £3.7 million in 2005.

Anyone affected can ask the police questions about the security checks by emailing otter_accreditation@sussex.pnn.police.uk.

Anyone with any information about terrorism is urged to call the Anti-terrorism hotline 0800 789 321 or 999 in an emergency.

Just because the police can prove someones identity does not give them any idea of their intent as to what the person does or does not intend to do! if I lived in that area and wanted to remain anonymous from the police and having done nothing wrong I would not give them any details of who I was and if they saw fit to arrest me then I would sue for wrongful arrest, I also don't see why MP's need to have a jolly to Brighton at the tax payers expense, they should all their meetings in the houses of parliament where the security already exists!.

Not much point in nstating these expenses are down to the party rather than the state- anyway whyo point out facts that go against the general flow

I would urge everybody to refuse cooperation with this filthy plan.

The police, as far as I know, have no power to demand such information from people. If they think they have, they should be able to prove it. If not, then they shouldn't be asking for it in the first place.

The police have gotten far too big for their boots. People just need to say "NO!"

Frankly, I would sack the policemen who had this idea in the first place.

If the police want to catch terrorists and criminals (and anyone else for that matter who shouldn't be in the country) I suggest they patrol our ports, airports and coastline like they should have been doing and ignore the EUSSR and UNSSR dictat. Indeed they have been happily following their orders from their buddies in the Labour government and let these scum into British society in the first place. Of course they just pose as asylum seekers without identification and they're in! Can you imagine if we had the same rules in 1938. The NAZI's would never had needed to plan an invasion because half the third reich would have already been in the country-get it Gord?

This is OUR money they are spending on what is little more than a Jolly.... and not just Labour the other parties have conferences around the country as well

It costs the residents in Brighton & Hove a lot of money for the parties to come down here and we are not able to get around or park in our own city because of this.

Take away from this all the business lost due to lost parking (The Russell Street car park is usually lost for 2 weeks for security) extra traffic and restrictions they impose, then take away all the revenues that would have come in to the city anyway with NORMAL visitors or conferences and we will probably end up with a negative figure.

They should hold them in Westminster or somewhere like the O2 which can be secured easily. Saving the security costs and the accommodation costs (Which will go on their expenses) because as we know they all have 2nd homes available there!!!!

Over-zealous security measures and armed police in Brighton yet again? Our freedom of movement will be compromised and the people needing to access their own flats will probably have police bothering them on a regular basis. Popping out for milk will be quite an event for those people, I fear.

I have both lived and worked inside the security cordon imposed by this for several years and I welcome the relaxation I experience by knowing that my house won't be burgled, brothels won't be active, dealers won't be on my doorstep and yobs won't be loitering on the streets while these conferences are taking place. It's actually quite nice to have a local bobby wandering the streets for a time! Obviously someone who does not actually reside in Brighton does not appreciate the sense of security this gives us. It's like a spring clean, ridding the area of crack dens and squats in one fell swoop, and I've never been bothered by it! Maybe bibble should try moving to Brighton, then get burgled or mugged and then complain about the level of police in the community!

Ask any business along the seafront or surrounding the Brighton Centre/Grand/Hilton and they will tell you that they look forward to the massive boost in sales resulting from these wealthy MPs visiting our town! I've worked there and I know as fact that any trader having a 'bad year' definitely looks forward to the level of high, stable business during the conference to boost their profits before the year's up. Businesses have to employ more people to cope, which means more jobs and money flooding in to the local economy, and the Russell St car park is normally half empty during September, and who ever parks there anyway!

You might be right that the shops next to the Grand and Metropole get busier (The local newsagent might need an extra person for a couple of hours to sell the morning papers) but I was talking about the city centre as a whole.
Even if as you say the Russell Road car park is only half full (which I doubt as i see the queues to get in on a Saturday and Sunday and the full signs on a Friday night), thats over 3000 cars unable to park that would usually do so. These people would usually be here to spend money in some form or other which will be lost.
I have many friends who live in this area and hate the week the party conferences in town but then again they don’t live with the allusion that the police walking up and down outside are there to guard them!!!

1. This is a Party Conference...not a Government Conference, so the Party should bear the costs of security from their own funds.

2. Why is it ok to disrupt residents, visitors and those who work in the City for this period with no apparent apologies?

3. The level of security suggests that there is a hell of a lot of people who would like to rid the world of the Labour Party at one fell swoop.....i know they are a bunch of self serving twonks, but would say they are overestimating their importance.

Ask implies the provision of this information is voluntary, I doubt this is the case and in fact the Sussex Thought Police will require this information or the person will be arrested as a suspected terrorist. If it is voluntary then I guess all terrorists will simply say no!!!!

As the last Labour conference proved all you need to do to be suspected of terrorism is to have the ability to barrack ministers or wear shirts with slogans criticising the government. The cells could be kind of busy given the current popularity of old Gord… Remember 1984 is here…..

Well done panda. You have picked up on the crux of my point.

The police DO NOT have the power to demand this, they can only ask. And I would urge everyone to not cooperate.

This is not obstructing the police, because the police have no legal authority for what they are doing. No Act of Parliament gives them the power to demand to see a passport and utility bill. These "ideas" are dreamed up by policemen. They are doing it because they can.

Give them a big "NO".

Without wanting to put a bit of a dampner on the police idea here, how are they going to cope with people having friends come down to visit them if they live in the cordon area? Will they all be searched just becasue they are visiting a mate.

The scheme is hairbrained, ill thought-out and with so many holes in it, you may as well have titled it Operation Swiss Cheese.

It's all about doing what the labour party ask because they have the mistaken belief that MPs should get better treatment than anyone else.

It is good to see that the residents of Brighton and Hove can live with any terrorists. But when the the MPs come to town it is a different matter. I think I perfer to have the terrorists and keep the MPs away after recent events.

and what about the poor sods like us who are about to move in in 6 weeks time, have no utility bills or bank statements as theya re all online and being so new no council tax bills etc.

will a passport, solicitors letter and "take a look at the flat for poof of address" do.... I doubt it I guess we'll have to move out at OUR expense for the 2 weeks

Be clear: the police have NO POWER to ask to see your utility bill, or your passport.

If they ask, tell them they are overstepping their authority. Take their number and report them to your MP, the IPCC, the press.

The more people who stand up for their rights, the better this country will be.

These conferences should be held out of town at large hotels so that all traffic can be checked,alternativil
y on a large vessel moored off shore.
Security charges are rising annually but give no guarantee that no loss of life will result.
The best solution is to scrape these conferences which achieve nothing other than issuing intentions which rarely see the light of day.

It would be helpful to know where the boundary of the area inside which the one by one identity checks are to take place. Then we can avoid it.
