Brighton driving instructor jailed over £250k mystery


A playboy driving instructor who amassed a quarter of a million pounds in cash claimed he earned it all through “hard work” and bootsales.

Detectives who raided Andrew Turner’s home found bank notes stashed around his home and jewellery hidden in wardrobes.

The 41-year-old had spent more than £80,000 on a holiday home in Cyprus and a total of £30,000 on lavish holidays.

But Turner, who was jailed for two-and-a-half years admitted five charges of money laundering between 2003 to 2007, claims there was nothing dishonest about where the money came from.

He said he was a "cash-in-hand businessman" and he is only guilty of avoiding paying tax.

Yesterday Hove Crown Court was told that the money was hoarded over a number of years from his work as a driving instructor and a taxi driver as well as from renting rooms at his family home and doing car boot fairs and gambling.

Turner, who was jailed for two-and-a-half years for supplying ecstasy in nightclubs in 1994, was ordered to pay back £252,314 within six months or face serving a further three years in jail.

He currently has assets of £554,000.

Judge Austin Issard-Davies told Turner: "You were engaged in dealing with a quarter of a million pounds of illegal money. Beyond the conclusion I arrive at that your explanation is false, I have no knowledge of where that money has come from.

"If the money was shown to come from the sale of drugs the sentence I pass would be very much greater but it is nevertheless an enormous sum."

Neil Sandys, prosecuting, said Turner's family lifestyle did not match his declared income.

He said: "Investigations into their finances show a level of expenditure wholly out of proportion to their income."

He said detectives had not been able to trace where all the money came from.

He told the court Turner, who lived with his partner Sonia Goble and their two children, had legitimately filled in tax returns between 2003 and 2007 claiming he was earning between £30,000 and £43,000 from his work as a self-employed driving instructor and by renting out two taxis he owned.

But when police searched his home twice in 2007 after obtaining drug warrants they discovered thousands of pounds hoarded away.

In March they found jewellery kept in a safe in a bedroom wardrobe and the shoebox containing the cash was in a cupboard.

In October £16,865 cash was found at his home.

The investigation revealed he had spent more than £30,000 in five years on luxury holidays, including to Mexico, New York, Mauritius and a £6,000 trip to the Turks and Cacaos Islands.

In 2006 he sent £81,405 to Cyprus towards the cost of a holiday home.

He had also bought a string of cars, including a Honda, a mini and a Ford Focus. He also spent £15,000 on a taxi.

More than £76,000 was paid into his partner's bank account in 17 months He handed over £10,000 in carrier bags to friends who paid the cash into their accounts before handing back a cheque to Turner.

He paid out thousands on cash payments on his mortgage, including more than £12,000 in 2007.

Andrew Judge, defending, said: "He is a hard-working businessman.

Unfortunately his lifestyle has been built on the shifting sands of dishonesty."

He said Turner felt remorse for defrauding the public purse. He said he worked hard, up to 80 hours a week, and the offences were not connected with the previous history of drug dealing.

After the hearing Detective Sergeant Dennis Phelan welcomed the sentence. He said: "We can still not say where the source of this money has come from. He would just not provide an explanation."

Ditto. Andy was a hard working man who did wrk in excess of 80 hrs per week and is a fantastic father. It seem all this **** government are interested in is money. I dont see child abusers, rapists getting as harsher punishment as what he has had, well they won't as the government won't benefit will they. look at that illegal imagrant who ran down down that poor boy in worthing, killed him and got a sickening 9 months. Some things grabbed my attention here:

The mangling of the English language by DS Phelan (see final paragraph);

£15,000 for a taxi - I know fares are a bit steep but still...

And he was ordered to 'pay back £252,314 within six months'. As the police don't know where the money came from, how are they going to know whether it has been 'paid back'?

Don't pay tax then. But don't ask for any NHS treatment, your kids to be educated, your rubbish to be collected, and so on, and so on.

Are you related to Andy by any chance? Ok so he's a hardworking man, working in excess of 80 hours a week, but even his defence said his lifestyle was built on the shifting sands of dishonesty! And a fantastic father - he's working 12 hours a day - just how much did he even see his children?

All the government is interested in is money? A bit of an oversimplification there but I'm sure you'll agree we can't have a situation where each individual decides what he or she declares as income and what they decide to keep quiet about.

If you're not happy with the sentences child abusers and rapists are getting, do something about it, instead of sitting there crying that lifes not fair.

Children are going to be bullied at school? I sympathise but I suggest that their 'fantastic father' should have thought about this possible consequence of his actions. If the children do get bullied its because of what he has done, not the fact that the local paper has reported it.

Finally, is the story lies? I'd be interested in reading the truth if you'd like to publish it.

One thing the papers have also never made clear is anyone can flip their homes /ppr for TAX purposes if they have more than one - I have! (whwere MPs have been naughty is flipping for expense purposes like Geoff Hoon who is still there and keeping his head down having built a million pound property empire- whilst that little red haired woman woman who resigned after paying tax she did not have to only did what anyone can - not just an MP

I can elaborate...

Say you have a lot of money and I don't where you got it from, but I insist you pay it back. I am then saying the money is to go back where it came from.

The problem is, if I don't know where it came from, I can't possibly know if its gone back there or not.

There is too much tax in this country, and it ends up with freeloaders. Like MPs, other people who never work, stupid schemes, the Olympics (already hugely over budget), things to keep us under control, judges, policemen, civil servants, and so on.

Then there is servicing the ballooning national debt. Incurred by the esteemed Brown & Darling Company. Not to mention the interest on this debt, which just goes into the pockets of already very rich people.

About three or four years ago there was some civil service strike. Nobody noticed. That's because they don't do anything. Except drink tea, count paper clips, and design new forms for us to fill in.

The morality of paying tax is now very questionable at best.

I have no problem with people not paying tax. Just be prepared to pay at the point of sale for all the 'free' services you now receive because you pay tax.
Knocked down by a car and need A&E and hospital care? Be prepared to find at least £5000 BEFORE you get treatment.
Children at school? Could be £1000 a term.
No, with all its faults, I wouldn't want to get rid of our tax system.
I would say the morality of NOT paying tax and still expecting to receive all the benefits is very questionable, not the other way around.

This sentence seems harsh compared to some of the laughable assault charges recently.

Re tax, I've just heard that many people only start earning money today - the previous months' work has gone on tax and NI. For those paying 40% tax (above £32,000-ish), this isn't the day, there are still weeks to go before all the year's tax is paid, apparently.

how did they reach the figure to be repaid, if they don't know where it came from? it may well be justified 'earnings', but he would have to be giving driving lessons 24/7. also, being self-employed, he can 'adjust' his earnings for the taxman until it suits his needs. so he may well have earned much more than he claimed.

I suggest you talk to some western europeans and then you'll know about DIRECT tax - it does explain why some things are cheaper over there (Govs. taken its cut before you get it- this should not be confused with "lower taxes" - price of petrol, price of booze etc)

I don't care how many hours you work as a driving instructor, or how many boot sales he attended, you are not making £250k. simple as that. If he had have worked those hours, his defence could have used the mileage records on his tuition vehicle.

I don't need to give YOU my name but the majority of staff at the Regent Hill tax office know me as my Father has worked there for over 25 years - I can tell you that Tax Men are more bent than coppers and this contributes to my ill feeling towards tax.

I have 2 jobs and pay an absolute shed load of tax but I would rather pay into a private insurance type of fund so that my money doesn't go towards MP's or the CSSC's annual trip to Barbados.

Face it, the system in this country is a joke unless you earn more than 250k a year.

Sort of makes it difficult to pay back money if all the liquid assets have been seized and on appling for a mortgage, employment has to be listed as sewing mail bags at her majesties hotel
it must be noted that whilst he obviously has had a lot of cash there remains no proof that he has obtained it illegally not declaring it for tax is something else

re the sad case of the child that was killed crossing the road at an unlit spot at 5pm on a dark january night some considerable distance from houses, including his own, the fact the driver was an illegal immigrant had no bearing on the accident at all so why not keep facts relevant and acurate when posting

sorry, the point i was trying to make was if they don't actually know where it came from, how can it be repaid? he clearly couldn't 'earn' it as a driving instrutor, but being self-employed could 'massage' his figures that he submitted to the taxman. there are obviously many facets to this man, being good with 'laundry' being one of them. who will the money get repaid to? the government, probably.

I like the strategy of paying the money back, BUT where does it go? to overpaid lawyers? the police for more cameras? WHERE?

while it does seem unlikely he raised all this cash through pure hard work, its certainly not impossible! I cant believe it even went to court if the police had no idea where the money came from? how can they prove it was money laundering?

surely this is more of a tax evasion case than anything of any merit?

I agree, i think the writer of the artical knows the same as everybody else that owning a Bungalow in Patcham is the new Monte-Carlo and the first choice of all wannbe 'Playboys', as to owning a string of cars the Honda was used prior to owning the Mini for his driving school buisiness and the Focus no doubt used by his partner to ferry the children around. How many readers have more then one car in the household for the same purpose? Reading between the lines it appears the 'Hidden' jewellery was actually in a safe inside a cupboard which is exactly where i would keep my safe and anything of value, anyway how many 'Playboys' do you know that work on anything other then their tan let alone 80 hours a week. If his children do get bullied at school then I think that the parents of the little darlings should look closer to home at their own parenting skills and not his. At the end of the day the Police have raided his home on at least two occasions and not found any evidence of Drug use/sales so apart from an aversion to Banks and who hasnt recently why are they harping on about his past, they say he hasnt disclosed where the moneys have come from but he has they choose not to believe him, he is guilty of tax evasion nothing else.
Whatever happened to Innocent until proven guilty? I know this is a lot of cash (and yes i do pay my taxes) but maybe if he was a rich playboy or famous then he wouldnt be in jail now!
