Brighton woman tormented neighbours with banana splits

A woman infuriated her neighbours by playing a TV theme tune for three years.

Amanda Millard's neighbours got so fed up of hearing the music from 1960s cartoon The Banana Splits that they called in environmental health officials.

Brighton and Hove City Council noise patrol officers also recorded Millard playing The Animals's House of the Rising Sun and Bob Marley's Buffalo Soldier at full volume from her flat at Pope's Court, Freehold Terrace, Brighton.

Despite warning letters and an abatement notice, Millard refused to turn the volume down.

Brighton Magistrates' Court fined Millard £250 for breaching the noise abatement notice on Friday.

Councillor Geoffrey Theobald, cabinet member for environment, said: "The neighbours of Ms Millard have clearly been subjected to unacceptable levels of noise for a long period of time which has had a serious effect on their quality of life and wellbeing.

"This sends out a clear message that this council will not tolerate noise nuisance will prosecute those responsible."

As the report states that the neighbours were tormented for three years, it would be helpful to know when the council got involved.

How long has it taken the council to bring the woman to court? When was the first warning letter sent? How many letters? When was the abatement notice served? How long after the abatement notice was served was the woman prosecuted?
.
Until we know all this, how can we be sure that the council is taking complaints seriously?

Most importantly, was it the original Banana Splits theme tune from the TV prog, or the updated punky version recorded by The Dickies. Without this information the story simply isn't complete..

Banana Splits/Animals songs are pretty good, but having to listen to Bob Marley for more than 5 mins would have done my head in

A very odd taste of music but love House of the Rising Sun. Bob Marley wasn't too bad BiggerH, they all just sound the same after a while, a bit like Status Quo!!!!!!!!

@puddingandpi If the noisy, childish and unreasonable female neighbours from hell I've suffered from in the past are anything to go by, she probably did it to 'teach them a lesson' for asking her to turn her music down the one time.

Can I also ask for someone at Brighton Council to comment on why they allowed this to go on for THREE YEARS? Protecting the human rights of the tormentor, no doubt.

No surprises here. For 8 years I have lived above an alcoholic with mental health problems. I've been through very similar to the above, and also been subjected to torrents of unprovoked foul mouthed abuse. During the summer, she phones the ambulance out 3 times every day. B&H council pop round once in a while and tell her that she's naughty.

I once had a problem with some neighbours, and so put on an early disc by Yoko Ono, some really tremulous yelps and all that, then pressed repeat button on the CD machine, and went to bed.

There was peace ever after that.

So, next time the Banana Splits' tune is played, in whatever version, I suggest a twenty-minute Yoko work-out ad infinitum, though by dawn the point has surely been made.

Some might ask why I have a box set of Yoko but that is another matter.

melfromhove I feel for you. My partner lives in a flat below a mental health patient and heroin addict. He makes her life and the elderly residents in the other flats an utter misery with his music, junkie friends urinating outside in broad daylight, dealers openly selling smack to him outside the flat, shouting and even throwing bags of rubbish out of the windows into her garden.
I asked him politely to try and behave and he gave me a mouthful of abuse. I told him I was calling the council to deal with him and he asked if I was threatening him. I felt like landing one on him, but to be honest, he is about five stone and I would probably kill him. He is the most disgusting human being I have ever encountered.
He is utterly selfish, he intimidates old people by knocking on their doors asking for cash and he looks shocking.
Mental health problems or not, decent working people must be protected from nuisance neighbours.
I will vote for the party who bring in powers to tackle these poeple much quicker than the current processes.

Without wanting to be critical of the Argus' reporting, the Banana Splits introduced cartoons, but were not themselves cartoons. (The became flash animations brief in 2000 but I suspect it wasn't that version of the theme tune being used!). Small point I know! I'll get my coat now!

No it sends out a message saying if you have a complaint about a nusiance we will not take it seriously. We will let them get away with it for years.

I am afraid if you've got noisy, inconsiderate neighbours in this country there's very little you can do. The police have washed their hands of it, and the council's response is pathetic. This woman has been fined £250. What will that achieve? She should have all her music equipment confiscated and/or threatened with eviction.

My thoughts exactly. When are they going to grow some teeth when it comes to inconsiderate neighbours?

You can bet they would take a lot less time than three years to throw the book at you if you didn't pay your council tax bill.
