Council leader wades into Worthing cafe row


A council leader has stepped into a row over the banning of alfresco tables and chairs at a town centre cafe.

Councillor Paul Yallop, the leader of Worthing Borough Council, said he wanted the “mess” sorted out.

He was dismayed that the ban was imposed on the Cafe Continental in Montague Place, Worthing, by unelected officers without councillors being consulted.

Coun Yallop said the blame for the row was being passed between the borough council and West Sussex County Council, which controls highways.

Worthing Access and Mobility Group, which represents disabled and blind people in the town, also hit out at the ban, which was imposed because the tables and chairs were deemed a “highway hazard”.

It said none of its members had a problem with the cafe.

The row erupted after the cafe was refused planning permission for alfresco tables and chairs despite having put them outside for 14 years without a problem.

Mr and Mrs Jones were told they could only site them under the cafe canopy, restricting numbers, despite the fact that Montague Place was regarded as the centre of Worthing's cafe culture.

One has to ask what these idiots are all on. I would suggest that instead of worrying about a few chairs and tables, the County Council's Highways Department should get on and tackle the pot holes. And as for obstructing the highway, everywhere I look there's obstructions by the County Council (mainly in the form of road works signs!). I really think it would actually be quite easy for the County Council to save money...cut the useless waste of space jobsworths responsible for the traffic mismanagement in the area, do a similar cull in other departments and you'd save a fortune.

If this FIASCO tells us anything it is the need for ONE local authority for coastal West Sussex under the leadership of an elected Mayor - Probably a bit radical for Worthing though....

Interesting, I'm pleased to see an elected Council Leader wading in against non-elected officers.

The first entry on this topic is predictable. Username RSMYTHRMAN is an irate Liberal-Democrat Councillor who was made to look like a clown recently and forced to apologise.

The article is in their news archive. Laughable really, the Lib-Dems were kicked out in 2004 for near total incompetence.

At last weeks council meeting Cllr Smytherman, who is also a cllr at West Sussex Council, asked why Worthing Council was not taking enforcement action against establishments in Worthing who were placing tables on the pavement without planning permission. We know whose side he takes then!

Whats the problem with chairs and tables on what is probably the widest pavement in Worthing, possibly even the widest in West Sussex. There is loads of room to pass. The road is also a cul de sac so not as if passing traffic causing a danger to pedestrians.

Well all I can say is Councillor Bob Smytherman has done more for the area that we live than any of the conservative Councillors, come to think of it I don't even know who the Conservative councillor is for this area, they are so inactive!.

This WBC Town Council has crippled local businesses with the third reich wardens and now pics only the only ones left with justification for there overmanned departments , the car park is going to collapse , the swimming pool is never going to get built , Teville gate is another tale of woe .WHAT ARE WE PAYING FOR WITH OUR COUNCIL TAX IN THIS TOWN ??

The "centre of Worthing's cafe culture"????!!!! What "cafe culture"? This isn't the Champs Elysees; it's a tatty town centre.

Other establishments seem to have table outside in Montague Place. Was this the one that told you not to feed the seagulls? In which case, serves them right - it's my decision whether I feed gulls not some cafe owner's.

worthing council should adopt a licensing system similar to brighton, this would deal with a huge amount of illegal items placed all over on the footways (any item placed on the footway unless licensed is an illegal obstruction) whilst permiting A boards and the like in a designated and safe location.
however wscc highways chose to ignore a two tonne pile of slate stacked in pavillion road illegally placed for nearly a year, WBC got it moved in 3 days by the simple expediant of phoning up the owner and advising him that it had to go or else, it was shifted in a couple of days.

In my experiance it is easier to talk to an unelcted council official and get something done than an elected official who seems content in playing party politics and is happy to remain oblivious to the needs of worthing and the real world.
as for the seating and tables there is no valid reason as to why permission could not or should not begranted, they should be given licensed permission immediately
with respect to the owner of this establishment placing notices about feeding the gulls, on one occasion I was there a gull swooped and knicked an eclair just as a plate was put on a table, maybe they are not aware gulls cannot read
