A new garage supermarket for Woodingdean has won backing from councillors despite fears it will affect other shops.
Esso applied to Brighton and Hove City Council for permission to demolish the existing sales building at a garage in Warren Road.
It wants to replace it with a much larger Tesco Express supermarket on an extended site.
Local Tory councillor Geoff Wells said the new store would affect others all over Woodingdean.
Labour councillor Jack Hazelgrove said he was not keen on the new store opening all the time and it was agreed to restrict opening hours.
Tory councillor Lynda Hyde said the council was placing too much reliance on a retail assessment by the applicant.
However, planning officers said other stores should not have to close because of the supermarket.
An Esso/Tesco store in Dyke Road had not led to the closure of the Co-op at Seven Dials, which still seemed to be trading well.
Voting was 6-5 in favour.
