A dead-end street used as a dumping ground is to be turned into caf quarter.

Farm Yard, close to Churchill Square, Brighton, is used to store commercial bins and is a magnet for fly-tipping and graffiti.

Now Brighton and Hove City Council plans to get rid of all 15 bins and turn it into an attractive area with tables and flowers.

It has set an eight-week timetable to complete the makeover.

A spokesman for CityClean, the council's refuse and cleaning service, called the road "one of the most neglected, filthiest streets that one could imagine to find in any centre".

An officer for the inspection and enforcement department said: "We need to return this street to its rightful purpose.

"The council is absolutely determined that over this eight-week period, Farm Yard will begin to resemble a city centre street."

He added: "Businesses have to accept responsibility for the environment. Firms are just coming out and dumping because they think taxpayers should pay for it to be cleaned up. This has been going on for too long."

Emily Ambrose, manager of the Western Front pub and restaurant on the street corner, is keen to see Farm Yard cleaned up.

She said: "This should have been done a long time ago. It is a dumping ground and there is graffiti all over the wall.

"It is driving us insane. People keep fly-tipping. We keep finding bags of rubbish."

She said it would be difficult to remove everything from the street as the pub uses it to store its bins and for deliveries.

She said: "What can we do with our rubbish? We have got to have somewhere to put it.
