sounds suspiciously like an 'Awards' ceremony purely for the sake of having one.

a) What or who actually IS iESE?
b) Who funded this 'jolly'? (hope it isn't the taxpayer)
c) Who nominated said councils and then who made the decision?
d) Is it a national thing or a local thing? If it's local it looks like every council got an award for some such nonense?
d) Is it REALLY necessary to have these so called awards?

any danger of The Argus ACTUALLY filing a decent report on anything????
