A trader has threatened to protest against plans to prevent loading directly outside his shop - by dressing in a mankini and creating a human chain across a busy street.
Brighton and Hove City Council is currently considering introducing a ban on loading on one side of Western Road at peak times.
The local authority says it is a way to solve congestion problems on the busy road, which is an important bus route, and will make the area safer.
But Adam Campbell, who owns Gill's Home and Garden store, claims the ban will affect his business.
He said: “I need to be able to park close to my shop to move coals, logs and other heavy items.
"Quite often this is at peak times as I want to get home to look after my young family.
“If I have to block off the road with a human chain while dressed in my mankini to prove what an idiotic idea this is, I will.”
The planned restriction is for no loading on the north side of the road between Holland Road and Montpelier Road between 7am and 10am and 4pm and 7pm.
Mr Campbell, who stood for the Conservatives in Brunswick and Adelaide ward in May, said there will be up to a dozen businesses affected, including a Tesco Express store.
But Ian Davey, the council's transport cabinet member, said: “The council had requests from Brighton and Hove Bus Company to make some changes to Western Road.
“There are concerns about the indiscriminate parking along Western Road which causes disruption to bus services and the fact that vehicles are parked on both sides of the road, even if only for a few minutes, have led to a situation where it is one of the greatest bottlenecks in the city leading to bus service unreliability."
Mr Campbell said he had presented a 70-signature petition to the local authority on Friday, December 16.
A final decision will be taken at an environment and transport cabinet meeting in the New Year.
