Sensitive details about families were on a laptop stolen from a Brighton and Hove City Council worker.
The council failed to report the lapse despite knowing information on several families was on the unencrypted laptop.
The authority was rapped yesterday for two failures in protecting sensitive data.
The Information Commissioner also criticised the authority for an incident in which details of an employee’s salary were accidently emailed to almost 3,000 people.
A whistleblower informed the Information Commissioner’s Office (ICO) about concerns over employees dealing with contact between children in care and family members.
