The future of a mobile library is still not clear.
Under Green budget plans, Brighton and Hove City Council was to scrap the service, claiming it cost too much to pay for another one.
More than 1,000 people signed petitions against the proposal.
The Labour group successfully submitted an amendment to the proposals last month so that £120,000 would be spent on a new vehicle.
Although a further £25,000 was earmarked annually to go towards staff costs, this still leaves £40,000 to find to meet current expenditure on the library. Labour councillors believe the shortfall could be found from a partnership with the community and voluntary sector.
Leisure cabinet member Geoffrey Bowden said: “Following amendments we’re working with officers to clarify where we are.”
