What price the elected leader of your council?
3:00pm Friday 29th June 2012 in News By Ben James
The stark differences in Sussex council leaders’ allowances can be revealed today following an investigation by The Argus.
Council leaders get as much as £40,000 a year with one paid three times the amount of his counter- part at a similar sized council.
As well as receiving a basic allowance – along with every other councillor – leaders are given a special responsibility allowance (SRA) for their added commitments.
Leaders of the bigger councils traditionally receive greater amounts due to their increased responsibilities and duties.
For example, Peter Jones, the leader of East Sussex County Council, which serves 515,500 people, gets £34,929 a year.
In comparison, Neil Parkin, the leader of Adur District Council serving 60,600, gets £8,175 a year.
A fairer comparison is achieved by dividing the total each council- lor gets in allowances by the number of people the council serves.
At £18.93 per 100 constituents, Mid Sussex District Council leader Garry Wall receives one of the highest rates of allowances.
Along with a basic allowance of £4,501, Coun Wall gets £20,590 SRA for serving the district’s 132,500 population.
He told The Argus that the amount justified what was in effect a full-time job and added that if other council leaders were receiving less than him then it was up to them to ask for more.
Crawley Borough Council leader Bob Lanzer receives £18.80 per 100 constituents with a £5,949 basic and £14,281 SRA.
This compares to the £6,630 received by the Eastbourne Borough Council leader, David Tutt.
His allowance for serving the town’s 97,000 population equates to just £6.80 per 100 people.
Brighton and Hove City Council leader Jason Kitcat receives the second highest single lump sum amount at £40,221 – £15.54 per 100 of the authority’s population.
Coun Kitcat said: “This is all I do. I don’t have another job to go to and I think the amount is justified for running a city.”
Louise Goldsmith, leader of West Sussex County Council, who gets the highest annual amount at £41,774, added: “I really work very hard, often between 60 to 80 hours a week. Anyone can spend a few days with me and see how hard I work.”
Councillors are unsalaried but receive allowances as a modest payment in return for their attendance at meetings and events.
Neil Parkin, the leader of Adur District Council, said that the varying rates were a problem. He said: “It is like a full-time job and there is a great deal of responsibility but there is no reason why there should be such huge differences in allowances.”

We all know that, in reality, everything is in the grip of the truculent bisms of the GMB and their special contractors.

I suppose that some moaners think that if everything is done on purely a voluntary basis that representation will improve.

It would be more cost-effective to join up with East Sussex again.
Can't see what the big deal is other than some council allowances are not high enough for what is in every case a demanding and responsible job.

Brighton is not city and as for him to say that he is running it is just a complete lie! This idiot could not run a bath let alone a town like this.
I pay all of my taxes but the only one I begrudge is the council tax.
Pure fraud of a man on par with David Bellotti and I hope he gets found out just like Bellotti did.

The real issue really should be how effective these various individuals are. Are they really acting with the best interest of the populace as a whole being in the forefront of their aims or are they ideologically driven?
If it is an ideology that drives them, let the ideology pay them!

According to the figures on the Adur council website, the £8,175 is Neil Parkin's SRA, on top of this he receives other allowances, making the true total £11,642.45 (for 11/12). This works out at £19.21 per 100 constituents, and not the £13.60 that you quote. Looks like someone's been fibbing about their allowances to your reporter.
Looks like Parkin actually takes the top spot in your survey, unless of course some of the others have fibbed.

It does not seem to be being run any worse than under any other administration whilst I have lived in the City. Rather this seems to be a politiaclly motivated view constantly reinforced by the usual posters.

I am sure that East Sussex would not look forward to a political takeover by B&H, which is what it would likely be. It would be far more sensible to merge Ardur with B&H to form one council as it is one contiguous connerbation. I am sure many in Ardur would disagree under the present council structure.

Inferring someone is lying is likely to drop you in very hot water and I'm surprised allegations like that are not moderated.
With free speech comes responsibility, so where's yours

Isaak. you seem to have a massive chip on your shoulder? Why not stand in the local elections?

Inferrence is not an allegation, however I stand firm that I have not fibbed.
Adur council are a vile organisation why on earth would I want to become part of that?
I have a responsibility to the truth and justice, free speech does bring responsibility, so does power, abuse of the latter is far worse that making a few jibes at potentially corrupt officials, and yes I can only say potentially because of the libel laws, I would love to be able to leave that word out and can prove my allegations, unlike ADC who hide behind their power to potentially cover up possible breaches of UK law.
I could show you documents and play you recordings of ADC staff that would make your toes curl, but sadly free speech doesn't beat council legal teams.

Even funnier than that, Mr Parkin looks set to receive a 66.666% increase in his leader's SRA, what an appropriate number eh?
Again they kept this quiet when the reporter quoted the figures, didn't they........
