Safety warning for Brighton scaffolding firm

All scaffolders need a head for heights.

But according to the Health and Safety Executive these workmen in Brighton should also have had a rail or harness to stop them plunging to the shopping street below.

The team from Pavilion Scaffolding were working at Mitre House, Western Road, when a reader videoed them lifting a pole six storeys and attaching it to their scaffolding.

The reader contacted the Argus, who passed the footage to the HSE, which acts as the watchdog for workplace safety.

Its inspectors confronted the firm’s bosses with the video and warned them they could face action if they are caught out again.

They have sent them an official letter.

The men were working at about noon on Tuesday (August 28) when they were spotted.

After viewing the footage a HSE inspector told The Argus the man at the bottom of the images should have been wearing a hard hat.

But his biggest concern was for the men at the top.

No safety harness

One man is seen receiving a pole on a gin wheel, then walking several yards with it before attaching it to the top of the construction.

According to the HSE the company should have put up a guard rail as soon as it built that level or “lift” – and without a guard rail the company should have given the workers safety harnesses to wear.

Those measures are recommended to comply with the Work at Height Regulations 2005.

Kevin Herriott, of Pavilion Scaffolding, which is based in Kemp Town Place, Brighton, said: “You could probably go around Brighton today and see 40 different companies doing the same thing.

“Our supervisor has dealt with it with the HSE.

“One of the chaps had just forgotten to put [a harness] on.

“We work to it [the HSE guidelines] 100%.

The HSE confirmed it had contacted the company.

A spokesman for the HSE said: “The incident has been marked against the company’s record but that is as far as it will go this time.

“If a similar matter is raised against the company in the future further action may well be taken and this incident will be taken into account.”

The agency thanked The Argus for the footage and urged people who wish to report possible health and safety breaches to take photo or video footage to substantiate their complaints.

Remind me not to walk near scaffolders in future!
Pity the deceased lawyer in London recently crushed by careless builders who had propped a 3 metre window against a wall with no safety measures.

You should always be careful when a scaffold is going up, this was a serious error on pavilions part especially on western road of all places, their staff should always comply to HSE rules but like mr Herriot said its not just his company it's most.

Not quite sure why the reader didn't go straight to the HSE myself.

Sorry I don't know enough about the tragic death of the lawyer and I'm not a troll, should not have replied really sorry

It's a scaffolding tube, not a pole. Tomas, a bloke I worked with, was a scaffolding Pole. His boss was from Prague, and he got paid by Czech. Then the company got taken over by a Mr Cash.

If you're putting up scaffolding on western rd you need to be quite safe.
A professional reply from Mr Herriot should have been something like " We take HSE very seriously and will make sure this doesn't happen again" Not "we're as bad as all the rest"

The person who reported this insignificant incident is a sad individual. It is true that a scaffolder not wearing his hat is wrong according to site rules and H&S, but does it really warrant a large news storey. If it does then be prepared for hundreds more storeys because you can count on one hand the number of scaffolders who do wear hats. This peeping tom has got a lot of work on his hands to catch them all.

I actually saw one of the scaffolders climbing from bottom to top on the outside myself about a week ago without a helmet or safety harness and said to my partner the health and safety would love to see that and people were walking by and the pavement not even shut off while they were passing the poles up

This is the "red tape" the Coalition wants to scrap - it is slashing HSE staffing, cutting much of the basic protections working people should have, as of right, and letting Eric Pickles and friends lie (see yesterdays papers on the seat in Crawley that was under a tree!!!).
What it will lead to is more deaths on sites (Shoreham Harbour is a good example, where a young lad was killed a few years ago). These are things we must fight to keep.
