A27 partially blocked due to cement spillage

The A27 has been partially blocked after a lorry spilled a load of cement onto the road.
The incident happened on the A27 Westbound near A280 / A2700 (Littlehampton turnoff).
Traffic is able to pass using the hard shoulder and there are no reports of major delays.

I do despair when I hear on the radio in the mornings that a broken-down car is causing an obstruction; and half an hour later it is still there. Can't two or three beefy drivers shift it; or are all commuting motorists wimps?
