Rethink over Hove bingo hall site

Controversial plans to demolish an art deco bingo hall and replace it with a GPs' surgery and 38 flats have been withdrawn.

Developer Downland Housing Association has confirmed proposals for the redevelopment of the Gala Bingo Hall in Portland Road, Hove, are being reworked after discussions with planning officers at Brighton and Hove City Council.

The firm said it was adapting the scheme to address concerns raised by neighbours and council planners.

But Derek Rist, the chairman of the nearby Marmion Road Residents' Association, said he was disappointed the developers would not be consulting with neighbours before a new application is submitted.

He said: "Local democracy has just disappeared - I am talking to residents who didn't even know this was being planned.

We are very, very concerned about it and at least 330 letters of objection have been sent in.

"This is an overdevelopment and we want a local and open consultation."

Joyce Ferguson, a development director working for Downland, said: "We have been working closely with officers, local politicians and representatives of the local community for about three years to achieve a successful outcome for this site and the local community.

"Following our most recent meeting with the planning officers, it was agreed that the scheme submitted in February would be withdrawn and then resubmitted.

"This withdrawal is to allow our development team to make some amendments to the design and internal layouts of the proposed scheme with our architects, Conran and Partners, although the mix and number of units will remain broadly the same. Further information to address and respond to comments by officers and the local community now also needs to be assembled."

Brighton and Hove City Teaching Primary Care Trust (PCT) plans to close one practice and move services away from another if the project, which includes a surgery for ten doctors, is approved.

The Sackville Road surgery would shut because of problems converting the building for wheelchair access.

And the Central Hove Surgery in Ventnor Villas would lose some services to the new centre because health bosses say the building is cramped and lacks space for expansion.

The new premises would have a treatment room for minor surgery, be a base for district nurses and be used by mental health workers and counsellors.

The plans represent the second attempt to demolish the building, which has been empty for more than three years.

The PCT is inviting visitors to a choice of two events to discuss the proposed surgery relocation.

The discussions will be held on Tuesday at midday at Courtlands Hotel, The Drive, Hove, and Wednesday at 6pm at Hove Town Hall.

Those unable to attend but who want to voice their opinion should call 0800 013251 or email brightonandhovepals@nhs.net.

is it only three years ago it shut, how about building a secondary school on it?

Nah! This scheme is three years old. Been empty for years. Why not take it down brick by brick and rebuild it on the remains of the West Pier as a celebration of the planning strategy embraced by successive councils in Brighton & Hove over the past four decades.

They could call it "the unknown nimby"

Sounds a bit feeble to say that Sackville Road cannot be made accessible to the disabled!

To be honest, I can't see what all the fuss is about. Looks to me like an excellent scheme (http://www.conranan

They will have started the 'recycle the application until all objections have died off' game. By withdrawing and resubmitting then all previous objections don't count. Also by trolling out the marketing pretence that they have been 'working for three years with community reps' they will be following the old adage that if you repeat a lie often enough people will eventually believe it.

Keep your batteries charged objectors and keep your eyes peeled - next application submission just before summer hols I guess?

And just what is so terrifying about the proposal for some flats and a surgery?

That scheme was dropped. It would have used the original building.
The withdrawn scheme was worse. 10 doctors surgeries, staff, nurses, 38 units and parking for 13 cars on site. No resident would be allowed a parking permit or be allowed parking on site.
The rear of the building had over 56 windows and 2 walkways the length of the building overlooking the rear of houses in Marmion Road.

The site needs to be developed. What concerns me is the proposed medcical Centre. Yes Sackville Road is a very good Surgery but needs to be improved. So is Ventnor Villas. Why moved them to Portland Road. Both the Connaught Road Education centre and the Sackville Trading Estate have plans to develope. Why not place the new medical Centre in one of these sites.

"just what is so terrifying about the proposal for some flats and a surgery?"

the problem is the density of occupation that these schemes always try and squeeze in. Rather than come along and say "we'll build a row of twelve 3 bed houses" (which is what the site backs onto) they try and wring every last bit of revenue they can out of a site.

The doctors surgery is a sop to the council to get the plans approved and allow them to build an inaapropriately large building.

there'll also be noises abotu car sharing, bike racks etc so they don't have to actually provide a reasonable number of car parkign spaces for the residents and visitors and can build extra units for occupation...
