Plans for Falmer stadium face a dramatic revamp after costs soared by £10 million.

The soaring price of steel and changes to stadium building regulations during years of delays to the project have rendered Brighton and Hove Albion's approved plans useless.

The club has been forced to re-draw the proposals and is now preparing to submit another planning application to Brighton and Hove City Council.

The move raises the spectre of opponents to the 22,500 seater stadium again seeking to derail the plans.

Martin Perry, who heads the 30-strong stadium team, last night said the budget for the project has ballooned to £60million.

But he insisted the project was on track and assured fans work would begin on site as planned in December.

He said: “The budget is now a little over £60million. We have always maintained that the stadium is fundable and that has not changed.

“This application does not affect the work we are planning to begin by the end of the year. But yes, if the council rejected the application we would have to stop.”

The new plans will be discussed at the city council's major projects metting tomorrow.

The report reveals several changes to the designs which were originally logged with the council in 2002.

Two public inquires and a High Court legal challenge delayed the project until July 2007, when the Government finally granted approval.

Changes to the scheme include:

* An internal area increase from 18,189sq m to 27,796sq m.

* Grass topped chalk bunds, designed to allow the stadium to blend in with the surrounding environment, scrapped in favour of blockwork walls and a metal roof.

* Tubular steel arch replaced with a trussed design to cut costs.

* Plans for offices under the East Stand to be let to businesses replaced with more teaching space for City College.

* Chalk excavated from the Village Way site to be spread on a nearby field to save 22,000 lorry trips over four months.

Many of the changes, including larger concourses inside the stadium, have been imposed on the club by revisions to building regulations and new guidance from football authorities including FIFA and UEFA.

Others are financially motivated after the price of steel rocketed by 50% since the original plans were drawn up.

Mr Perry said the cost of the arch and roof alone had shot up from £6million to £12million in that time. With the planned changes, that figure will now be reduced to £8million.

The news will inevitably lead to fears that opponents of the scheme will again try to get the stadium scrapped.

Lewes District Council (LDC), Falmer Parish Council, the South Downs Society and the Campaign to Protect Rural England were among those originally opposed to the stadium.

Paul Samrah, chairman of the Falmer For All campaign, said: “The club has been working alongside LDC and the chances of this being called in by the Government are nil.

“The only way an opponent could seek a judicial review is if there is an error in the way planning consent was granted.

“I am very confident that will not happen and the message to fans is simply to keep the faith.”

However Lewes MP Norman Baker, who also opposed the stadium, said: “There was always a fear among my constituents that the club would be unable to fund the scheme and would have to come back for more commercial space to sell. That now appears to be the case.

“I am very concerned.”

Removing the bunds that would've helped it blend in and replacing them with blockwork and metal, spreading the debris on a field instead of removing it, and replacing the graceful steel arch with trusses is NOT going to go down well with those opposed to it.

"Never" is a long time. Let's just say not in the present economic cycle, i.e. not in the life-time of the current planning application. Why would hard-pressed banks already pulling out of potentially much more lucrative developments still be interested in this?

Must be a quiet news day at the Argus again. All there changes were known about months ago, and as Martin Perry calls then, surely housekeeping to account for changes in building regulation. Why isn't this article in the Albion news or sports section?

This is just sensationalist nonsense. As pointed out these changes have been known for months - and all the recent pictures that have been published (and are on the Albion website)include the "new" design for the arch etc. To suggest that this is all "shock" news is simply rubbish and the Argus should be ashamed of itself. I remember when the Argus used to support it's local team.

Fascinator - how could the first game in the stadium be against ManU or Chelsea? Surely you don't believe these two great teams will be relegated to Division 2 do you? The stadium is a no-go. Far too expensive for such a small club. They can hardly get 6000 at Withdean!!

Maxiboy is spot on of course, how can we expect to see Falmer proceed when clubs like Liverpool and Everton are having to face up to delays with their new stadiums. Its common sense that Banks in the present financial situation are being very cautious in funding projects, our board would rightly be well down the list.If anyone disputes these facts then let them state which Bank/Banks have agreed to back Falmer.

so..lets turn the Downs into a landfill site and retail park.

this is just a dead project either now or in the future.

furthermore any collusion with government bodies/people to fund this through rents over the market rate or subsidies (Albion is a private company) could end up in some nasty future actions.

why did martin perry join in the silly article by talking about old news last night, as its now mid sept, the builder should be announced in next 14 days, and the bank which perry seems to never mention who will lend 50 million on top of grants to build it, i estimate interest payments of 250k a week over 25 years. sorry but unless we have a bank that has money to burn i cant see it happening, and wonder if this story is start of the sorry we cant do it!!!

why do they have to use a steel roof, why cant they use a grass roof and living walls instead of block work, surely this can be no more expensive and give the look of the original chalky mounds but with the extra internal space.??????????

which overstretched, barely solvent, cash strapped, downsizing, rights issuing, risk averse, weak balance sheet, loss making, mistake for a bank....is going to lend money to build this to a small group of "mates" who meet on a Saturday and have the gall to call themselves a football club?????

ot a hope ...Labour have more chance of winning the next election than BHA have of getting a stadium!

How about putting your OWN hands in your OWN pockets and paying for it yourself rather than assume a fairy bankmother is going to give it to you...or worse still that the taxpayer is going to cough up to subsidise your hobby!

The fundamental re-design means it should never be built.

The extra commercial revenue I assume comes from the space rented by City College? It's all ££ for the Albion, whatever the source.

Why should it never be built? If the little Englanders of LDC and FPC hadn't so underhandedly objected to the original plans there wouldn't be a need for a re-design. The changes are minute and the look of the stadium is virtually the same as the original design. Personally, I'd have preferred some god awful carbunkle of a design which would serve as a daily poke in the eye to Cuttress and Co as reward for their disgraceful campaign.

There's quite a good pitch in fishersgate, and a train station, why not build it here. They could then rename the club Brighton Hove and Fishersgate FC. Also Shoreham airport is not far, so when Man U and Chelsea play here they can fly in and land at shoreham !
