Alan McCarthy, the chief executive of Brighton and Hove City Council, said: "It's fabulous news. It's a culmination of a huge amount of work by the club and council to get to this point.
"They have waited a long time, so it's a great day. The city desperately needs a permanent location for the Albion.
"The outer community wil benefit particularly as it's next to one of the most disadvantaged parts of the city.
"The challenge now is to get it built but this has been an important hurdle to overcome."
