A council which has threatened to fine householders who throw away too much rubbish has a three month waiting list for recycling boxes, The Argus can reveal.

Brighton and Hove City Council is calling on residents waiting for a box to use plastic bags instead - despite a decision last year to impose £100 fines on anyone who repeatedly leaves extra black bags next to wheelie bins.

A council spokeswoman said the delays were due to a nationwide shortage of recycling boxes and were beyond the authority's control.

Labour councillors have written to the city council's environment committee asking why residents are facing delays from the refuse and recycling service, Cityclean.

In a letter placed on the agenda for the meeting on November 8, Councillor Gill Mitchell, Labour spokeswoman for the environment, is calling for a full explanation of why the delays have developed and when the situation will improve.

The problem is particularly acute in Mile Oak, Southwick, where residents have been trying to obtain the boxes since August.

North Portslade Coun Bob Carden said: "Mile Oak was one of the first neighbourhoods to have kerbside recycling and became the best performing area soon after.

"Residents are fed up with having to wait several months for extra boxes and this delay is turning them off recycling."

A council spokeswoman said it was surprised that demand for the boxes remains so high given the number that had already been delivered.

She said: "Nationally there has been a shortage of recycling boxes and as a result there have been long delays in obtaining boxes.

"This combined with the continuing high demand has led to the delays, which have been outside of our control.

"We have recently taken delivery of 3,000 boxes, and expect a further delivery of 3,000 boxes next week.

"Further orders have been placed and we have doubled our resources to deliver these as quickly as possible.

"We want people to recycle as much as possible and have provided all households with boxes when we rolled the service out.

"Given the number of boxes we have delivered we are surprised at the continuing high demand."

Earlier this year The Argus revealed that the city was throwing away more than £600,000 a year by failing to recycle.

Half of all rubbish in Brighton and Hove could be recycled under the current city council service but only 27 per cent is being placed in black boxes - leading to a huge landfill bill.

Households are being asked to make the most of their current recycling boxes by Placing more than one material in their boxes and separating them with plastic bags.

Placing any materials that do not fit in the boxes next to them in plastic bags, one material per bag.

Making sure that all materials are folded or squashed properly so that they fit into existing boxes.

Of course there is a shortage of boxes, we need to put stuff in the attic because the folks are coming to stay at Christmas and we need somewhere to put our stuff that is safe, stackable and easy to handle when we move. We have 37 boxes at the moment, just want some more lids, those plastic nets are useless.

Surprised F&S have not come to the rescue yet, sure they have no problems.

I keep geeting more and giving them away to friends and family to use as storage boxes in Lofts, Sheds and Garages Tunbridge wells is full of boxes from B&H

I asked the B&HCC for a recycling box about a year ago to be told I couldn't have one because they don't pick up from my road, Holland Road, despite people in the same block of flats having boxes. Every Tuesday they are stacked neatly outside the front doors of the flats. I really want to recycle and really want a recycling box so why have some people got them, yet I am being refused one?

The council's entire recycling strategy is a joke. I gave up recycling ages ago because a) they don't always come round when they're supposed to and people leave boxes out in the streets for days and b) the recycling people leave so much behind in the boxes open on the street which passers-by then fill up with banana skins and all sorts of other rubbish. I'm much more in favour of street-corner shared bins, frankly.

Lewes District Council have now stopped collecting recyling from the new village school, claiming they can not handle the volume (not surprising seeing the pathetic battery powered cart they use). However they always collected from the old school! I for one have given up on this toe in the water scheme, its commerce that needs to act (90%+ of all waste) not households (less than 10% of waste)

I've been waiting for 8 weeks for a box. I urgently need to recycle Barry from Brighton after he drove into my buggy.

I'll jump on the bandwagon too then!! In Burgess hill I don't even get the boxes, and my partner kindly assorts the recycled stuff for her mums place in Hassocks. We have no wheelie bins, or boxes to recycle. I say burn the lot, much easier. Infact, think I'll have a fire on the communal garden tonight.

I asked for a recycling box from Adur Council at the start of June as I have a 8 year old son who has been taught about recycling at school, but instead of a box we got a letter stating the boxes had been delayed by a month but 5 months later and we are still without a box!!

Mile Oak is NOT in Southwick.

The are two seperate places.

Mile Oak is under Brighton council control, Southwick is in Adur and under Adur/Worthing council control.

The shortage of bins is a farce.

They don't take months to grow on trees. There are extruded / blow molded plastic, just order some from China, they will be here long before the UK produced ones.

After waiting 4 months I decided to call the council today to ask where my 2 boxes were. Apparently they were delivered (along with a second wheelie bin which there records show I asked for, must be making phone calls in my sleep then) last month. So which ever sod nicked them to put in the attic you have left me with another 3 month wait for the council. As the boxes obviously walk off on there own. I asked where the boxes were left the council told me it was just inside my gate. So I asked the impertinent question, could they be put by my door to reduce the chance someone would walk past and take them before I got home. As always pleased to help they kindly said “no”, so not much chance I will ever get a box, think I will just keep the new wheelie bin and use that instead. To top it off the council is so forwards thinking they want us to use plastic bags for the recycling but as the council wants to ban these then it would soon seem I will have to buy plastic bin bags for recycling ... er seems wrong to me.

People leave these boxes out in the road all week - they get blown about in the wind and scatter across the road - I've seen many destroyed by cars running over them!

Also - the bin men seem to take great glee in moving them as far along the street as possible; so you inevitably can't find which one was yours and have to nick whatever you can!

They need to be "tagged" to individual houses,(maybe electronically) so that selfish and greedy indivduals don't hoard other people's boxes and that we can get our own boxes back when taken!!

Maybe there should be a charge to subsidise this...?

That would stop people misusing public resources!!

Just dump all your recycling at your local council office. Or alternively burn it on bonfire night somewhere near Chichester ! Apparently they have asked the public not to light up on bonfire night !

Bob, Brighton says...

We're asked to separate the materials for recycling using plastic bags, yet they won't take the plastic bags for recycling! They used to dump the plastic bags loose back into my dustbin, which the ordinary refuse collectors then wouldn't collect since they were not in a black bag.
What a load of rubbish.

Our boxes always disappear after they have been emptied. A few weeks ago my neighbour found at least 15 piled up outside her front gate. when she asked the bin men why they just laughed. Ive just received my new boxes 3 months after i asked for more after mine went missing. we even had our house number on them.

Mark, Northumberland says...

Out with the boxes! In Northumberland County we are on the bag program where we can mix 3 types of recycling ("single stream recycling") in one clear or blue tinted bag. No bins to pick up, to clean or to lose!
We use 2 bag hangers to secure our bags directly to the wall. This creates a lot of space and keeps things well organized. The recycling bag programs are a lot easier than the bin/box programs; the bags themselves are then recycled.

I think BHCC are just great. I've started doing them a favour lately by placing my recycling in the bin. This saves less time for me and them, and reduces the need to run two types of vehicle which reduces there carbon footprint. To eradicate the Refuse Services carbon footprint completely I now fly tip all my refuse on the beach with the dog **** and smack needles instead.
I got £400 for 3 recycling boxes on ebay too, so that's xmas sorted!

We requested a recycling box 4 months before we moved out of our old place near Queens Park. It had disappeared after it had been emptied. We never received one.
