Having read the article regarding the councils approach to this fountain safety hazard it only proves they have no idea of what or how legionella is.
It occurs where the water temperature may be between 20-45 °C. There is a means of creating and/or spreading breathable droplets (aerosols).
As advised by HSG274 clean and disinfect ponds, spray heads and make-up tanks including all wetted surfaces, descaling as necessary.
A simple solution is to add a chlorine tablet to the fountain.
I am sure the residents would be more than happy to assist.
Another reason to use health and safety to not do something that is easy to fix.
