Jaynie Dexter appears to conflate pavement riders with camera cyclists (sometimes called Cyclecammers in our small but growing circle online).
Cyclists who record will usually be on the road.
We (as I have used one for many years now) use them to gain evidence should the worst happen, a bit like insurance.
We’ve used them for educational purposes too for both rider and driver benefit.
In my experience, from having spoken to pavement riders in a friendly “come on, mate, the road is fine” sort of a way I think they and Cyclecammers are both indicative of the same problem – the fear drivers sometimes put us in.
Oddly many of us have recorded pavement riders and taken the evidence to relevant local authorities.
Cyclecammers would be happy for you to film them.
