Objectors fear an increase in traffic congestion if 22 affordable flats are built.
But Arun councillors look set to approve the scheme on the site of a former laundry in North Street, Littlehampton, when they meet on January 10.
A report said: "The proposed two-and-a-half storey accommodation will not be out of character with the area."
