Developers have to resubmit £35 million plans to bring a historic theatre back into use.
After 18 months in planning Alaska Development Consultants has submitted designs to turn the Grade II* listed Brighton Hippodrome into an eight-screen cinema.
Brighton and Hove City Council has told the developers the application is not valid as they need more details on how listed elements of the building will be protected.
It comes as hundreds of people are calling for the venue, which has hosted performances by The Beatles and the Rolling Stones, to be kept as a live performance theatre.
A petition of more than 1,000 signatures will be presented to the council's economic development committee yesterday.
A spokeswoman from Brighton and Hove City Council said: "The application is invalid and we look forwarding to receiving all the information to make it valid."
Developers said work on the wide-ranging proposals, which also include remodelling the neighbouring shopping arcade of Dukes Lane, could start next summer.
