Planners want to convert an office block into more than 30 homes.
Birmingham-based developer Alan Ryall has applied to Brighton and Hove City Council for permission to convert Martello House in Portland Road, Hove, into 30 one-bedroom flats plus a two bedroom flat and a studio flat.
The office site, which has not been occupied since March 2012, would also have 31 car parking spaces for residents.
A final decision on the plans is expected in October.
