The Conservatives trounced Labour in Brighton and Hove while the Greens doubled their number of seats on the council.
The Tories won 26 of the 54 seats on the city council - twice as many as the defeated Labour Party but not enough to take overall control. They needed 28 for a working majority.
The Greens now have 12 seats, compared with six seats before the election. They are now only one behind Labour.
The Lib Dems slipped slightly, finishing with just two seats, while the remaining seat was held by Independent Jayne Bennett.
Chief executive Alan McCarthy said: "Over the next week I will be talking with group leaders and the Green convenor to decide how the administration will operate in future."
