Police are investigating the circumstances, and a report will be made for the coroner.
In a statement the force said: "Enquiries are ongoing to establish the full circumstances and police are appealing for witnesses – or anyone with dash cam footage – to report it online or call 101, quoting Operation Flexor."
Brighton and Hove Buses said many services were delayed, and said one bus was stuck in the tailback.
The eastbound carriageway remained open.
