An investigation into allegations of wilful neglect by a care company is continuing.
Police say nine premises operated by Sussex Healthcare have been part of the inquiry.
Safeguarding concerns were raised for 43 residents, 13 of whom have died.
Officers said ten people have been interviewed under caution in connection with the investigation.
It follows a report last month by the CQC which found that Kingsmead Lodge in Horsham was "inadequate".
The investigation continues.
