PEOPLE from across the city are fuming over the state of communal bins.

Angry residents have sent a flurry of pictures and complaints to The Argus this week to show the filthy conditions at their nearest bin.

Photos from Bristol Road in Kemp Town, Marine Parade and Preston Circus, all in Brighton, show bins surrounded by heaps of black bin bags, many of which had ripped with waste spilling out.

Another photograph of Hangleton Way recycling point in Hove shows dog poo on the street and a pile of dumped rubbish ranging from a toilet to a bedframe.

City councillor Dawn Barnett represents the Hangleton and Knoll ward.

She is appalled by the amount of rubbish dumped next to the recycling point in Hangleton Way and has called for a CCTV camera to be installed in the area to catch those responsible.

She said it would “quickly pay for itself” through fines charged to the culprits.

One Marine Parade resident raised concerns over the environmental impact of the overflowing bins.

They said: “It’s floating down our street, piling up on the pavement and it smells.

“Now it’s drifting everywhere and being spread by seagulls, with a lot of it ending up in the sea.

“Poor bin provision has been a continuing problem but now we are sitting under a heap of waste that stinks.”

A Preston Circus resident said: “There have been no collections on any communal bins around Preston Circus for a while now.

“They are all overflowing and the normal street bins are also really full.”

Brighton and Hove City Council responded to the images.

A spokesman said: “We are committed to emptying communal bins every day.

“We apologise for any instances where this hasn’t happened.

“Sometimes – as in the example pictured in Kemp Town – cars are parked so close to bins that our collection lorries are unable to access them.

“Unfortunately – as per the photo in Hangleton Way – we are also seeing an increase in instances of flytipping in the city.

“Some of those responsible appear to be targeting communal bin and recycling areas in the belief that this is somehow acceptable behaviour.

“We are working to educate residents and visitors on keeping our city’s streets clean.

“But we will also not hesitate to prosecute flytipping offences when we have the evidence we need in order to do so.

“The council and a number of local charities offer collection arrangements for bulky waste.

“For the benefit of other local residents we would urge people to make use of the city’s bulk waste collection facilities rather than simply dumping their bulky rubbish on our streets.

“We are in the process of reviewing all aspects of our refuse and recycling services in order to improve the way we work and make best use of available resources.”
