A CANNABIS campaigner has hit out at new government guidelines.
Clark French, of Brighton, said that new NICE guidelines against prosecuting those who seek private prescriptions for medicinal cannabis created a “two-tier system”.
The NHS does not prescribe the drug.
He said: “If you can afford a private prescription you’re no longer a criminal. This only benefits the rich.”
