THREE months ago, I submitted a challenge to a fine I had incurred for driving in a Bus lane.

Owing to several factors I needed to send letters to the relevant council department. The first of these was dated March 17 and the most recent March 29.

I have received no reply to either of them, only a standard letter threatening me with action by bailiffs.

Is this, I wonder, evidence of the vast number of PCN-related disputes generated by the council's failure to provide safe driving conditions in the York Place area?

Or is it simply a decline in the once common courtesy whereby public servants responded to letters from the public?
