With regard to keeping Brighton clean, ie, picking up mess after your dog, if there were more bins, maybe on every other street, more people would comply.
In Saltdean, the only bins are at the parades of shops. Most people do not want to put that sort of thing in their wheelie bins because of the smell, especially in the summer.
If Brighton and Hove City Council used some of the money it fined people for this offence, then it would not cost too much.
