The proposals, for the former public conveniences at The Esplanade, Telscombe Cliffs, have been submitted by Pyxis Property Consulting on behalf of Lewes District Council.
They propose converting the building into a small café, retaining and upgrading public toilets, and creating a decked seating area and children’s play space.

The development would be located just 30 metres from the recently opened King Charles III England Coast Path and is intended to enhance the path experience for both residents and visitors.
The proposal includes refurbishment of the existing building and installation of a 20-foot shipping container, which would operate as a kiosk serving hot drinks and light refreshments.
A timber decked seating area would also be installed.
The scheme also includes improvements to access and landscaping, featuring new pedestrian routes and landscaping works to create a safer environment for users.
The existing entrance to the Fairlight Avenue public car park would also be moved to allow safe pedestrian access.
The public toilet facilities have been closed since around 2006.
The existing building would be upgraded, with an enlarged accessible facility to meet modern standards and two additional cubicles.

Indicative opening hours suggest the café would operate at least five days a week during spring and summer, with weekend-only opening during the off-season.
The toilets are proposed to be open all year round, including weekends, but only when the hub is open to ensure the site is managed and vandalism reduced.
The application has already received unanimous support from Telscombe Town Council.
A decision will be made by the council's planning committee on October 7.
